| Govt recommending its blue eyed for prestigious awards | | Would Guv see behind the veil? | | Early Times Report
Srinagar, Feb 2: Governor NN Vohra known for his penchant for minute details would need to be careful before he chooses to confer prestigious State awards to those recommended by the Government, as there has been attempt to give away awards to the officers who have worked more like political workers than public servants. One case in point is that of Former Deputy Commissioner Ganderbal, Showkat Ahmad Mir who joined National Conference bandwagon within 24 hours of his superannuation.
Government has attempted to demean the prestigious award by bestowing it on an officer who started his carrier as Chief Polling Agent of NC leader, Dr. Mustafa Kamaal in his first election in 1987 from Tanmarg Assembly segment in North Kashmir.
Little is known about Mir who started his service career as a clerk in Irrigation Division Baramulla. Subsequently he was appointed as special assistant with Vigilance Commissioner in relaxation of rules along with Farooq Ahmad Shah (presently DC Anantnag) who was also appointed in relaxation of rules as Private Secretary of Dr. Kamaal in the same period.
After elevation he was posted as Director Horticulture Planning and Marketing for 9 months and then as Deputy Commissioner Kupwara again for 8 months.
Obviously he did not accomplish anything meritorious during this period to warrant a State award. It is not known whether the selection committee headed by Chief Secretary recommended his name or was handpicked by his patrons, in which case the very purposes of this committee has been defeated and the credibility of the Chief Secretary has come under public scanner.
It has been a concern of all the right minded people that the administration of the Jammu and Kashmir was and is being politicized by the NC regimes that is the reason that bureaucrats holding significant portfolios have become political pawns and of course on occasions are taking decisions which otherwise never fall in their jurisdiction. However the apathy of the present regime has been that some bureaucrats having their acquaintances with either of the two coalition partners NC or Congress have become so strong that the very people who have installed them are now hapless.
The other side of the story is that there is a committee headed by Chief Secretary which evaluates and asses the merit of an officer for awarding the prestigious awards in view of the services they have rendered to the general public. But here the situation seems to be other way round because officers who have nothing at his back except the dubious distinction of having risen through political mechanizations only is being bestowed with awards. In the instant case it has now become absolutely clear that Mir was given award on political consideration because only 12 hours after his retirement he joined NC in presence of Industries and Commerce Minister Sajad Kichloo and Provincial president Kashmir NC Nasir Aslam Wani.
Beyond Showkat Mir, there are dozens of such cases where State awards were granted to Government officials on political considerations and all this is credited to the committee headed by Chief Secretary.
In the bargain, great injustice is being done to the people who can now be counted on fingertips and who really work round the clock with zeal, dedication and never show insensitivity in discharging their official duties. |
