Newly formed state districts awaiting developmental progress
2/25/2013 1:19:54 AM
early times report
Jammu, Feb 24: While the new districts in both the provinces of the state has added in rise in numbers, yet the developmental works have not shown up in those at par with the already existing ones.
The state government had given eight new districts to the state in 2007. Jammu region had got four districts, Samba (carved out of Kathua), Kishtwar, ( carved out of District Doda), Reasi( from District Udhampur) and the hilly district of Ramban(from district Doda).
The new districts given to Kashmir region were Ganderbal (carved out of Srinagar), Bandipore (carved out of Baramulla), Kulgam (from Anantnag) and the Shopian hilly district (from Pulwama).
These districts were made for equitable development of all the areas, but it seems like these districts have a long way to achieve the actual infrastructure of a district as compared to other districts of the state. "We are still on the way; they (other districts) are well established, but hopefully we will fill this gap very soon" said An Administrative official in Ramban.
"Kishtwar is least developed district among all the districts of the state; we won't be able to fill this gap, unless we spend a good amount of funds on it," said an Official from Kishtwar.
Many developmental works in all the departments, especially in education, health and road connectivity are in progress in these districts, but no Progress can be seen here.
The main thrust of these hilly districts is of road connectivity, and the large amount of funds has been sanctioned for roads under PMGSY, R&B and Rural development.
An amount of Rs. 191.81crores were sanctioned for 36 roads in district Ramban and 49.52crores have been spent on it till now. District Kishtwar, which is the most undeveloped district in the state, as far as road connectivity is concern, earlier had 6-7% road connectivity, when Kishtwar was in district Doda, but now it increased by 4% and the road connectivity is now 10-11%.
These new districts also generated the job opportunities for the locals of those districts, most of the vacancies have been filled and others are in the process of selection.
"I do not have the exact figure of the number of vacancies, but we are filling the job vacancies time to time" said Ramban officials.
"The jobs which are vacant will be filled soon but the government has its own process for recruitment which takes some time, and with the infrastructural development more jobs will be generated in our district" he added
The districts are working on other departments also like Health, education etc. A degree college for Ramban with the amount of 9.84cr is almost complete and will be inaugurated soon. The health department of district Ramban is also making a district Hospital with the estimated cost of 9crores and 4.5 crores already spent on it till now.
District Kishtwar is more over focusing on the road connectivity. Kishtwar has many gigantic road projects like Kishtwar- Sinthan- Anantnag Road (KSA), Kishtwar- Paddar- Himachal, 30km road of Thatri to Kishtwar etc. An amount of 2.75 crores has been sanctioned for 4 lakhs gallons on water reservoir to resolve the problem of water scarcity in the district.
There are some areas like Dachan, Madwa etc where electricity hasn't reached till now, the district administration is about to use new and renewable energy for these areas.
