early times report Jammu, Feb 24: Yet another gala function that was organized at Gujjar Centre for Cultural Heritage- GDCT here 3 days back, kept an activist wearing many hats -Javed Rahi in the front role to vociferously raise demand, this time for the youth of the Gujjar community to which he belongs. Having affiliations with many such bodies, Rahi in fact steers the cause while keeping himself in the centrestage and prominence, apparently to have a complete command over the issues vital to Gujjars. That is, however, not the point in focus or reference. The fact remains Javed Rahi is a senior Gazzeted officer working with J&K Cultural Academy and by all standards a government employee who keeps himself engaged in such activism most of the time. The question for his otherwise enviable role in such activities arises that is this permissible under rules and norms laid in service for those working as government officials , that too in a senior capacity. As in most of the occasions in past, in today's function too ,Rahi remained in close proximity ironically with Minister, politicians, legislators ,former bureaucrats , whom he usually ropes in to turn these functions as high profile events. And all these functionaries in own fields do know it well that Javed Rahi is a government official ,on a prestigious post in the Academy . The moot question remains how Rahi himself allows to function in a manner which government employees cannot , given the fact they have to honour and abide by conduct of service rules and norms till they continue to occupy the posts. While one understands the sympathy and cause he takes up for his community, some of which are genuine to be raked up at the level of the community, albeit not someone who is a government servant . There are reasons to substantiate this point. One that while Javed Rahi heads more than one body , which is a non government organization , no matter in the name of Research wing or associated with Culture , others directly or indirectly seen more as organization which raises political issues, no matter for the empowerment of the community. Virtually in lead role and run by Rahi , these bodies more often than not take on the government, severely criticize the government openly for being negligent towards the community or discriminating with it on political considerations. The issues may or may not need government attention but the question arises is that should Javed Rahi as government official permitted to be in such a pro active role as to say all these things in presence of even ministers who are a part of the government. That NC led coalition government has been blind to such activism with many such officials and even with some bureaucrats is too known a fact , who instead of paying attention to the work they get fat salaries for, are indulging in other activities. The question one is prompted to ask is why government is deliberately keeping eyes shut to this kind of activism, which certainly affect the work in their offices apart from amounting to violating its rules and norms
