| Time to end ruckus and uphold dignity of legislature | | | ET Plus Report JAMMU, Mar 5: Ruckus and confusion continues to mar the normal functioning of the Legislative Assembly at a time the session has been convened for discussing the most serious business of debating and passing the annual budget of the State. Emotional speeches seeking political mileage over the rivals have continued in the Assembly which has so far not been able to conduct any normal business calandered for the session. The opposition and the ruling parties have been trading charges against one another during the debate on the adjournment motion. While the respected members belonging to the Valley have been leveling charges of mishandling the Afzal Guru issue with regard to the return of the body to his family, the members belonging to the Jammu region have been demanding an end to the debate by the resumption of the Assembly's normal business. Question hour is one forum and opportunity where the honorable members usually raise problems of the people belonging to their constituencies. For almost six months the members of the State Assembly and the Legislative Council have to wait to raise questions pertaining to the problems faced by the people and seek answers from the Government which is Constitutionally duty bound to afford answers to the raised questions. If the precious question hour of the legislature continues to be lost in the noise and din that is created in order to block the normal functioning of the House then the people have a legitimate right to ask their representatives whether the decision to elect them for the redressal of their problems had been initially right or not. The State Government which is represented in the Assembly by the coalition partners is duty bound to ensure that the purpose for which the State legislature session has been convened is served without losing further time. While nobody can deny the elected representatives the right to raise their voice against the State Government in the legislature wherever and whenever the same is necessary, at the same time the people of the State expect highly responsible and mature behavior from their elected representatives. The State Assembly is the most august House in the State as per the Constitution and whatever the compulsions of the ruling parties or the opposition it cannot be allowed to slip to the levels where political parties fight each other like they do on the streets elsewhere. With its meagre resource base the State of Jammu and Kashmir has been spending huge sums of money on the salaries and perks of the elected representatives in both the Houses of the State legislature. It is time the honorable members started earning their salaries and perks by applying their wisdom and sagacity to mitigate the sufferings of the people of J&K. Opportunities for one-upmanship against each other are amply available to the political parties outside the legislature. Let all the honorable members rise up to the occasion and uphold the dignity of the legislature. |
