JAMMU, Mar 9: The Office of the Director General of Accounts & Treasuries in its interesting reply provided to an RTI applicant some months back vide official Letter No: DGAT/RTI/02 Dated 29/11/2012 had said that the post of Principal Private Secretary is a sensitive post and that is the reason the present Principal Private Secretary to DG is working in the same office and on the same table since last 25 years and this news related to this issue was already exposed exclusively by Early Time Plus some months back. Now
The RTI applicant had asked why the officer had been posted there? The Public Information Officer of the DG AT replied: " The Officer has been posted in the Directorate of Accounts & Treasuries vide Govt order No: 1354-GAD of 2011 dated 28.11.2011 issued by the General Administration Department in view of the sensitiveness of the Post . The cadre management of the officer rests with General Administration Department".
Following up the case the RTI applicant asked what kind of sensitiveness does the post of private secretary has which is held by Sandeep Padda? The reply provided by the PIO vie official letter No: DGAT/RTI/26/31 dated 7.02.2012 reads :
"The word "sensitiveness" had inadvertently been included in the reply issued by the PIO. Infact, it is the post of Director General of Accounts & Treasuries (DG AT) to which sensitiveness is meant to be attributed.
Pertinent to mention that an officer of State Government hasn't been transferred from the office of DG AT for the last more than two decades as he was appointed 25 years back in the department. In spite of the fact that the Department he works with is a big and vast organization of J&K Government having its offices at district as well as tehsil level. The officer not only has not been transferred from the office but he is working on the same table in the same office under various official capacities since last 25 years.
In its RTI reply the Public Information Officer (PIO) of the DG Accounts & Treasuries also accepted that one Sandeep Padda presently the Principal Private Secretary to Director General Accounts & Treasuries (DGAT) was appointed as Junior scale stenographer vide order No: 79-Accts of 1987 dated 2.04.1987. On being asked how the Officer is working in the same office and same table from last 25 years the RTI reply from the office of DG Accounts & Treasuries further reads
"He has been working in the Directorate as Junior scale stenographer , Senior scale stenographer, Private Secretary and now Principal Private Secretary with Director General Accounts & Treasuries . There is Govt policy issued under order No: 861 - GAD of 2010 dated 28.07.2010 wherein maximum tenure for stay at one place is 02 years and maximum upto 03 years.
Since his posting in the department, the officer has been working exceptionally hard with exemplary dedication, sincerity and to the entire satisfaction of his superiors. Since his services were required in the Directorate of Accounts & Treasuries , in the interest of administration , therefore on the request of Finance department he has been allowed to continue in the Accounts & Treasuries by the GAD"
The officer not only has mislead Finance department but has also brought clear sanction from General Administration Department (GAD) by misleading the officials there.
According to sources the officer is fully involved in corruption and works as an agent for transfers and postings of Accounts Assistants, Assistant Accounts Officers & Accounts Officers etc. and that is the reason he is not being touched as he works in close coordination with top officials of DG Accounts & Treasuries and Finance Department.
Further to mention that the office has no post of Principal Private Secretary available and on being asked on which post Shri Padda works the reply is
"Since the post of Principal Private Secretary is equivalent to Chief Accounts Officer (CAO) in terms of pay Band and Grade pay , the salary of the officer is being drawn against the post of CAO which is available with the directorate of Accounts & Treasuries"
The sources said that the officer is drawing the salary against the post of Computer Programmer. The General Administration Department (GAD) is totally mum over this issue and this raises a big question mark on the credibility of GAD. |
