| Undue promotions, plum postings for blue eyed in KAS carder | | Omar turning a deliberate blind eye? | | Asif Iqbal Naik
JAMMU, Mar 9: Politician-Bureaucrat nexus for diversified mutual gains is an open secret in Jammu and Kashmir, but it has never been as shamefully open as seen during the regime of Omar led coalition government. Putting all the rules and regulation to the whirlwind, the govern-ment has adjusted the blue eyed KAS officers on prestigious posting within the government at the cost of the deserving ones. These blue eyed KAS officers not only manage to get themselves adjusted against prize posting, but also get undue benefits in promotions depriving the genuine ones of their legitimate dues. It is pertinent to mention that the tentative seniority list of KAS carder was issued vide order No: 485-GAD of 2010 dated 21-04-2010, but some blue eyed officers around 30 in number especially posted as private secretaries with Chief Minister Omar Abdullah and his cabinet colleagues were not happy with this order since there were no vacancies available for them in KAS carder. These blue eyed officers with the help of strong support from political lobby and their close contacts in GAD headed by Chief Minister Omar Abdullah managed distortion giving undue benefit in promotions to these blue-eyed officers in sheer violation of rules and regulation set by the government from time to time.
To their utter dismay, the effected officers were not heard after the total change in criteria of fixation of seniority contrary to the tentative seniority list. The impugned seniority list was not even placed again before the establishment committee that looks into promotions of KAS officers or before the state Cabinet for final nod. Instead, a hurriedly issued the order vide No: 1429-GAD of 2011 dated 14-12-2011, placed these KAS officers at the bottom of the seniority list. While scrutinizing both the lists issued by the same department I.e. GAD, it can be made out that Asgar Hussain, private secretary to Chief Minister Omar Abdullah (holding post of Additional Secretary), Hashmat Ali Principal Private Secretary to Chief Secretary Mohammad Iqbal Khandey, Dr. Ravi Shankar Sharma ADC Jammu, earlier OSD to former Revenue Minister Raman Bhalla, Shakeel-ur-Rehman OSD holding Additional Secretary to Finance Minister Abdul Rahim Rather, Dr. GN Itoo OSD to Social Welfare Minister Sakina Itoo, Kishore Singh Chib OSD to Minister for Public Enterprises, Haj & Aquaf Peerzada Mohammad Syed, Nazim Zia Khan presently posted as ADC Srinagar is close relative of Union Minister for New and Renewable Resources were among the major beneficiaries of the game plan. The former Commissioner Secretary GAD Mr. M.S Khan also played a pivotal role and even managed operation of controversial seniority list in the garb of officiating arrangements on the plea that the government work is suffering. In some cases the officers have been transferred and posted against the posts which were already filled, thus making mockery off officiating arrangements and the urgency projected before the Court. Some officers like MC Verma close to outgoing Chief Secretary Madav Lal played an important role in fudging the list. Beside this former Commissioner Secretary GAD M S Khan also played pivotal role in adjusting close associates of political lobby to plum posts. It is matter of great concern that GAD, which is headed by the chief minister himself has worked arbitrarily. Arshad Ayoob Sheikh an officer who remained for 12 years in the GAD and manipulated the list is again additional secretary home as no field posting is available for such officers in the government. This impugned KAS seniority list has created lot of heartburn among the deserving officers and lowered their moral. In one such manipulation, when the seniority of another KAS officer Farooq Shah, came to be challenged by officer of Handloom carder and the seniority of the same officer; despite court orders , the government did not do the needful committing contempt of court in the process.
One Pardeep Kumar (KAS) who failed in the departmental examination and was entitled for induction only after January 2007 managed his induction illegally in the year 2006 and now has been allotted the vacancy of year 2004 and even stands promoted above the senior officers and posted as Additional Secretary in PWD. 49 officers from different feeding services who had been inducted into KAS against the KAS rules 1979 by utilizing the leave reserve and duty reserve posts have also been assigned seniority over and above the officers who have been inducted against the clear vacancy pertaining to the year 2004-2007 which actually should have been taken place in the year 2010-2013.
The other major beneficiaries of government order No: 1429-GAD of 2011 is Arvind Kotwal former Deputy Secretary to CM Office, now RTO Jammu, Abdul Rashid War retired in protocol department, Amit Sharma son of former MLA, Shabnum Kambli and Leena Padha both former Deputy Secretaries GAD. While issuing the fresh order by GAD regarding the promotion of KAS officers in the year 2011, the rights of about 99 KAS officers have been butchered by the government authorities who were at the helm of affairs. Now all eyes are on newly appointed Chief Secretary Mohammad Iqbal Khandey to set right the distortions in carder. However, the Chief Minister Omar Abdullah, as the Minister incharge GAD cannot deny responsibility for the mess that has left hundreds of officers demoralized. |
