Admission of Govt on 'abysmal' exam results ridicule its assertions on quality education

JAMMU, Mar 16: The State Government never misses an opportunity in making tall claims of providing quality education in Government run schools, however, the abysmal examination results of a large number of High and Higher Secondary Schools over the last three years ridicule the assertions of the Government.
The admittance by the Deputy Chief Minister, Tara Chand, who also holds the charge of School Education Ministry, that several schools in Jammu province up to the level of High and Higher Secondary have registered zero to five pass percentage in State Board of School Education examinations during the last three years indicate that there is 'clear policy deficit' with regard to improving the overall standard of school education set up.
The School Education Minister was replying to a question of MLA Prof. Chaman Lal Gupta in the State Legislative Assembly here today.
The School Education Minister's reply said that as many as 36 High Schools registered zero to five pass percentage for the annual examination of 10th class in the year 2010 for Summer Zone. Astonishingly, out of these 36 schools only six managed to open their account as far as passing of a student is concerned.
While the Summer Zone schools performed poorly, the results for the 10th class, year 2010 in Winter Zone Schools was even worse as only 20 High Schools out of total 50 could produce a student who passed the examination.
The story was not different either in the year 2011 (Annual- Summer Zone) as out of total 25 schools as many as 15 schools had zero pass percentage where as for the Winter Zone out of total 67 schools, 34 registered zero percent of students who passed the exam.
In the year 2012, at least 19 Summer Zone schools registered zero to five pass percentage out of which as many as 14 schools registered zero pass percentage while in the Winter Zone schools out of 23 schools, the number of schools which could not produce a single student who could able to pass the exam was 11.
The dismal performance of government schools also replicated in the 12th class examinations as in the year 2010, out of 13 Higher Secondary Schools, there were 8 such schools which recorded zero pass percentage in the Annual Examination while a somewhat better picture emerged in the year 2011 when out of six schools (having zero-five pass percentage), only two educational institutions drew blank as far as pass percentage is concerned.
But the things were again back to square one in the year 2012 when all the seven schools falling in Jammu region registered zero pass percentage.
The Government reply on the issue has inadvertently spilled the beans on the functioning of the School Education department as the results of 10th and 12th classes for the last three years in Jammu province are apparent pointers to the department's 'inefficiency' and 'negligence' which in turn is ruining the future of thousands of students who have no other option but to seek education in Government schools.
