| Will Mamnoon work for improving Indo-Pak ties ? | | | Now that the Agra born Syed Mamnoon Hussain has been elected the new Pre ident of Pakistan it has given another indication to peaceful transfer of power from one person to the other.Though Mamnoon belongs to the ruling PML(N) he has announced that after his lection as President of Pakistan he has ceased to be a partyman.And if he sticks to his announcement it should give him scope for being an impartial umpire in watching the Government affairs and the administrative mechanism from close quarters. Notwithstanding PPP's boycott of the presidential election, President Asif Ali Zardari, who is co-chairman of the party,displayed political segacitywhen he felicitated Mamnoon Hussain on his election as the 12th president of the country.In his message of felicitation President Zardari wished the president-elect well in the discharge of his responsibilities as head of the federation.He said the election of new president was another major step towards smooth transfer of power in a democratic dispensation which was a good augury for democracy.Zardari has called for efforts for strengthening democracy and the federation.Prime Minister Nawaz Sharif also congratulated Mr Hussain and expressed the hope that he would come up to people's expectations and the trust that their representatives had reposed in him.Hussain polled 432 votes while his close rival,Wajiuddin Ahmed of the PTI had polled 77 votes.This indicates that PML(N) continues to have bigger say in the National Assembly,the Senate and the provincial Assemblies,which form the electoral college for Presidential election. The victory of Mamnoon is on the expected lines.The poll results would have not changed had the PPP participated in the election because the entire opposition in the National Assembly could not have more than 92 votes.Though President of Pakistan is simply a constitutional head like his counterpart in India , still he can make suggestions, recommendations and give advice to the Central Government and those running provincial Governments regarding vital political,security related and economic issues.Though his immediate predecessor,Asif Ali Zardari,had political stature but his doubtful integrity and honesty had not allowed him to dazzle as the country's constitutional head,still he guided the PPP led Government for full five years which helped Pakistan to resist attempts by a secton of the Army in stagging a coup against the elected civilian Government.It will be decidedly wrong if Mamnoon thinks that his job is to rest and relax in the posh Presidential mansion.As constitutional head he has to keep his eyes and ears open so that vested interests did not succeed in staging a coup on the pattern that Pakistan has witnessed for a number of times.In fact Pakistan has a history of witnessing military rule for bigger periods than the civilian regimes.It is in this context that Hussain has to be quite vigilant. Another task awaiting Mamnoon is the ongoing fragile relations between India and Pakistan.Well after Nawaz Sharif has been sworn in as Prime Minister the level of ingress bids by militants from a cross the LOC and the IB in Jammu and Kashmir has registered upward trend.And the hike in the rate of infiltration biods cannot be possible without the assistance from the Pak Army.Hence Mamnoon,as is expected by New D elhi,may use his constitutional authority in persuading the Army and the ISI top brass to ensure that Pak troops did not provide any help to militants wishing to cross into Jammu and Kashmir.This step is needed for reducing trust deficit.And as constitutional head Mamnoon could persuade Nawaz led Government to work out modalities with India for simplifying visa regime,for providing banking facilities to traders and businessmen engaged in bilateral trade and for making people to people contact a hassle free affair.New Delhi expects Mamnoon to play his role for removing mistrust between India and Pakistan and he could also suggest to Islamabad to remain flexible during next round of bilateral dialogue for settling bilateral issues.Let Mamnoon become proactive and convey to Nawaz and top authorities of the Army and the ISI that he is the boss whishing to promote friendly ties with India.Once it materializes the entire South Asian r egion may become a zone of peace |
