| There is utmost need to check J&K issues becoming extra territorial Kashmir affairs | | | Daya Sagar
A brief look at days Jammu Kashmir affairs does reveal that the manner in which the J&K affairs have been handled even after 2005 has ofcourse made the outside world to rest with convictions that Kashmir ( J&K) is a dispute between India and Pakistan but what should be still more worrying for India is that it is also going to be a subject of international implications in the eyes of some new generation Kashmiri youth. Pakistan had questioned the legitimacy of the 1947 accession of J&K with India right from day one and US as well as UK had been tuning with Pakistan. But India had always been holding firmly to the truthfulness of the 1947 accession of J&K with India and had been out rightly rejecting the claims of Pakistan at international for ( inspite of the fact that some Kashmiri leaders and their 'mentors' had been quoting texts in reference to the expressions made by the then Governor General of India and the Prime Minister ). The people of J&K too have been very firmly believing that the 1947 accession of J&K was true and total inspite of the fact that some parts of the letter written to Maharaja Hari Singh on 27th Oct 1947 did provide some grounds to the other party for pleading their view point. But all these years what ever ideological onslaught the anti accession and anti India elements have been attempting on the common subjects of J&K , the same have been not that seriously and effectively contested by Indian leadership . The result has been that surely today some people who raise questions on India have been able to gain some grounds worth significance amongst the subjects of state ( even outside Kashmir Valley). It was on 10th October 2005, the 71st Birthday of the founder of Dainik Jagran that a seminar was held at Jammu "Kashmir samasaya ka smadhaan kis aur ko": The subject was not that where lies the solution to Kashmir Issue . The subject was to access that to what extent have the measures taken and efforts made / being made by the Indian leadership / GOI had yielded any results. A local leaders ( Ex MP and Ex J&K Minister) was also sitting by my side and he did opine that it was unfortunate that J&K had started appearing an international issue even to some locals. In his presidential address Mr.R.P Sethi ( ex Judge of Supreme Court of India ) in very plain and polite manner said that for doing the assessment of the efforts being made , the first need was to understand what actually has been the issue / dispute, since only after that one can assess the performance of those who have to settle the questions / affairs. Sitting amongst the gathering I too was thinking on the similar lines. But most of the speakers had targeted more on the historical aspects. Sitting there I decided to write on this subject and I wrote on 24 October that there is utmost need to ascertain what after all is the issue / problem ; is an internal issue or it is a dispute of "nationalities" ( " rashtriyae Vivaad" hai )? .Need for such like deliberations had emerged since so far the efforts made by GOI did not appear to have yielded some thing that positive and Mr. Talib Hussein who was also sitting with me on 10h October too had privately opined some thing like that. And this day even after 8 years I analyse the situations I note with regrets that there has been no improvement over the conditions as that existed in 2005. And even if some says that conditions have deteriorated, it may not be that wrong. What ever opinions and assessments of the ground situations that J&K Chief Minister has been disclosing in 2013 in his public addresses / conferences ( even on the flow of J&K Legislature ) to hints in same directions as regards the ideological facelift that Kashmir Valley has on date. So far the Government of India ( even held by NDA) and the advisors retained by GOI have been seeing J&K only in Kashmir Valley . And it could be said that it is only due to that approach / mindset that what was earlier an internal issue is today becoming an international issue between India & Pakistan inspite of it being never an issue of this category. And in this the un thoughtful and not well considered policies of GOI have surely contributed. The bits of confusions and doubts that may be there in the minds of some people in 1947 have started becoming the working tools for those who hold the opinions / convictions like the accession 1947 being a dispute. There for it is must for GOI to change the advisors on J&K affairs and those who are retained for track two ideological rehabilitations. This August 2013 both the Union Home Secretary & State Chief Secretary are the local subjects of J&K so it could be expected that the duo would be given the lead role as regards deciding the policies on political affairs of J&K as well as retaining the 'consultants' on J&K. No doubt in between 1946 and 1947 in view of the conditions that prevailed between J&K and Bharat there were some local leaders who carried pro Pakistan opinions but such like opinions neither had any logical standings in the light of the provisions / spirit of Indian Independence Act 1947 nor were such people existed in noticeable numbers to ride over the status of the Prince. Therefore inspite of the fact that GOI did not handle the affairs properly the people of J&K still after Oct 1947 considered J&K as part of India and Pakistan as an aggressor. J&K affairs have not been dealt with after Oct 1947 rising above political gamesmanship and personal interests of a few and hence those who question 1947accession have become head ache for new Delhi. The local mainstream leaders if at all expressed some annoyance it was limited to accusations that Delhi governments have not stood to commitments made to Kashmiri people in 1947. Delhi did not take it that seriously and on the identification of some advisors have extending some financial 'doles' and holding the views that this way they shall be able to carry the Kashmir valley people to Indian choice. Those against Indian interests held firmly to their cause and kept on misinforming the common innocent people of J&K ( particularly Kashmir Valley muslims) .Slowly and slowly doubts got cultivated in Kashmir Valley. The main stream leaders too found this in their interest and hence kept on issuing half statements formally questioning Indian intentions worth drawing some personal benefits from Delhi. Delhi's advisors and specialists failed to look outside J&K and no any change in the conventional policies appeared. Kashmiries were pushed more and more into darkness. The opinions for India started getting reduced and those against azadi / Pakistan / greater autonomy started growing. All this has resulted in advantage for Pakistan and anti India elements too kept on setting roots. All claims of normalcy in J&K are falling flat before the world. All efforts made after 2005 too have not fairly yielded. The policy of limiting to some Kashmir valley families and seeing the satisfaction of the local common people only in some economic grants has completely failed. .Kendriyae Greh Sachiv Goswami Jee aur J&K ke Mukhay Sachiv Khanday Jee kahaan tak neeteon ko badalnein mein sakaratmak boomika nebaa patae hain yeh bharat ki sabooch seva pranali kibhi ek priksha hogee. The losses have surpassed all limits since all salutations in the name of exemplary 'Kashmiri' secularism are negated before the outside world with the Kashmiri Hindu not being able to return to their hearths even after 23 years of their exile.
