Separatists opposed to Omar trying to become a midwife for delivering dialogue baby | | | Early Times Report Jammu, Aug 8: Kashmiri separatists are not prepared to accept Chief Minister, Omar Abdullah, performing the role of a midwife while trying to arrange the rebirth of the stalled Hurriyat-Delhi parleys. Separatists, especially those belonging to the All Party Hurriyat Conference, led by Molvi Umar Farooq, do not know the reason for Omar announcing his intention to facilitate a fresh process of dialogue between Delhi and Hurriyat leaders. They believe that possibly the Chief Minister would like to keep the separatists in good humour to enable him to claim that he has proved that he has been the architect of peace and normalcy in Jammu and Kashmir. What intrigues these separatists is the sudden change in Omar's mind and stance. In this context they refer to Omar Abdullah's recent statement blaming the separatists for holding secret parleys with officials of Indian intelligence agencies instead of talking directly to Delhi. The Chief Minister had gone to the extent of accusing the separatists of double standard because outwardly they were opposing resumption of talks with the Central Government but secretly they were in constant touch with sleuths of Indian intelligence agencies. Omar Abdullah has said he was trying to create conducive atmosphere for talks between New Delhi and separatists. Omar's statement came days after he accused separatists of being "secretly" in touch with Indian intelligence agencies. "My job is to facilitate dialogue between separatists and the Centre which I am trying to do by making sure that situation remains conducive in the Valley. During the past three years, situation has remained largely peaceful," Omar has claimed "Unfortunately, separatists are not willing to take the plunge. If they come forward for dialogue I am sure I will be able to motivate the centre for talks," he said. Chief Minister had earlier said separatists should hold parleys with the Centre directly "instead of secretly meeting the sleuths from the intelligence agencies in five star hotels. According to several separatist leaders, when the channels of dialogue process between them and the centre had remained open till 2006 it was not the result of Omar Abdullah performing the role of a midwife or a middleman. They have pooh-poohed Omar Abdullah's contention that separatists were holding talks with Indian intelligence officials secretly. A senior APHC leader, who wished to remain unidentified, said that "we have never been opposed to the process of dialogue. We have accepted whenever we received invitation for talks from the Government of India." He said hence there was no question of holding secret talks with Indian intelligence agency officials. He said that the APHC is not only in favour of holding talks with Delhi but "we want to be involved in the bilateral talks between New Delhi and Islamabad." He said that if Delhi and Islamabad wanted to find an amicable and durable settlement of the Kashmir issue the matter needs to be discussed in triangular talks on the plea that since people of Jammu and Kashmir were a party to the issue their representatives need to be involved in the Indo-Pak talks. Though the Delhi-separatists talks stand stalled since 2006 the top Hurriyat leaders are willing to resume talks with New Delhi. They said the ball is in the court of New Delhi. "If it wants to resume the stalled dialogue it should send a formal invitation to us,"a senior APHC leader said adding that for reopening of the channels of dialogue "we do not want Omar to play the role of a facilitator." He said "we do not accept invitation for talks through press statements. We are aware of Prime Minister, Manmohan Singh's repeated announcements that he was ready to talks to all those who are on the other side of the fence but such announcements are vague." "We need exact time and venue for talks and for that we need formal invitation," he added. Another APHC leader said that if Delhi-Hurriyat talks were resumed they need to be held only for resolving the Kashmir issue which is key to peace in the entire South Asian region. He suggested to Omar Abdullah to avoid playing politics on Delhi-separatists talks issue. "If he thinks he can woo voters by announcing to play the role of a middleman or mediator between separatist an Delhi he is mistaken," he said adding that by trying to act as facilitator in Delhi-separstists talks Omar cannot expect restoration of complete normalcy and peace to Kashmir. |
