HM diverts funds to his home district

Jammu, Aug 8: Giving a damn to the tall claims of Chief Minister Omar Abdullah's equitable distribution of funds among three regions of the state, Minister for Health Shabir Khan diverted the state plan funds to his home district Rajouri leaving other district in lurch. Sources told Early Times that State Planning Department had released 50 percent of funds in its second phase to the Health Department for funding the various schemes proposed by health department.
"As soon as the health department received the funds, entire funds was diverted to district Rajouri on the direction of Minister concern for various schemes without looking at other districts just to consolidate his vote bank in his home district," they said. They further said that the Minister's inclination towards Rajouri district did not stop here as he enhanced the exists number of health schemes for Rajouri district from 24 to 26 and the 100% fund was pumped into the implementation of these schemes to strengthen his vote bank in view of coming Assembly election in next year leaving other district dry.
Sources further divulged that the Directorate of Health Services has been caught in catch 22 situations due diversion of funds as many schemes have come to halt running in other districts. "Generally funds are released in three phases as per proposals sent by concerned departments, Planning Department had released 25% of funds to health department in its first phase for the schemes while in second phase 50% funds released which was totally moved to Rajouri distinct," they said.
