| Sino-Pak link on border incursions needs thorough probe | | | The killing of five Indian soldiers on the LOC in Poonch set in motion a flurry of military and diplomatic activities with the aim of ensuring complete honouring of ceasefire agreement of 2003 and for setting the stage for resumption of Indo-Pak dialogue. The first bilateral exercise was witnessed when the top military officials of Pakistan and India on Wednesday spoke to each other on hotline to lower tension after the killing of five Indian soldiers along the Line of Control in Poonch sector in Jammu and Kashmir.The two Directors General of Military Operations (DGMOs) established a "special hotline contact this morning" to discuss the situation "arising out of the recent Indian allegations on the Loc.Though Pakistan army DGMO strongly and categorically rejected Indian allegations of violation by Pakistan troops and killing of five Indian soldiers at LoC in Poonch sector on 5-6 August night,the Indian side stuck to its guns.In fact the Indian side is said to have rightly explained to the other side series of incidents,including intermittent violation of ceasefire,which had either the direct or indirect support of the Pak Army.It is beyond one's imagination that terrorists,equipped with sophisticated weapons and carrying bags of explosives and ammunition,can make it to the zero line of the LOC and the IB and then made a determined bid to sneak into Jammu and Kashmir. What seemed interesting and amazing was the way Pakistan after denying its Army's role in the killing of five Indian soldiers in the ambush laid by terrorists in Poonch other day lodged a strong protest during hotline talk for "LoC violation by Indian troops in the Pandu sector on Wednesday in which two Pakistan soldiers were seriously wounded." The Indian DGMO was in for a surprise when the Pakistan Army Director General of Military Operations reiterated that Pakistan abided by the ceasefire agreement existing between the two countries When during the last over one year,to be precise since January this year,Pakistan has violated the ceasefire agreement on a number of occasions by opening fire on Indian posts right from Kupwara,Keran,Uri,Poonch,Rajouri and various sectors on the IB in Jammu.The main purpose of ceasefire violation was to provide a passage for militants,who have brought on the launch pads,keen to cross into Jammu and Kashmir for hiking the level of violence.Knowing that during the last two years the level of violence and other subversive activities had declined in Jammu and Kashmir agencies across the border had framed a policy for providing assistance to groups of militants in sneaking into Jammu and Kashmir so that militants,operating in the state,did not feel the pinch of lack of manpower and weapon shortage. In order to reframe the border management the Chief of the Army staff Gen.Bikram Singh arrived in Jammu on Wednesday not only to pay tributes to the five soldiers killed in an ambush near the LoC in Poonch sector but also discuss do's and don't's the Indian border guards need to adopt while foiling each and every ingress bid by the militants. Gen.Singh devoted most of his time in reviewing the situation on the LoC and the International Border at a high level meeting at headquarters of Army's 16 Corps at Nagrota.He later visited some forward areas where he interacted with the soldiers in a bid to boost their morale.Gen. Singh did pose some questions to senior Army officers in order to acquaint himself with the steps taken by the field commaders for upgrading the border security grid and to find out whether the style of patrolling and search operations for militants needed some amendments and alterations in order to ensure that Tuesday type incursion and ambush was not repeated by the Pak Army and the terrorists. The Tuesday's incidents and series of others that preceded it seem to have convinced the top Army authorties that the security scenario was not yet conducive for lifting or for even partial revocation of the AFSPA.It may not be out of context if the top Army authorities and other Defence Ministry experts debate on possible Sino-Pak link on border incursions.Nothing can be ruled out because the Chinese troops have been repeatedly resorting to incursions in Ladakh and Pak troops have been pro viding support and assistance to terrorists for sneaking into Jammu and Kashmir and some Pak soldiers have intruded into the Indian territory on a number of occasions which led to beheading of one Indian soldier and killing of another on the LOC in January last. |
