Ministers, babus keep scores of peons engaged with domestic works
J&K's another dubious distinction: exploitation of official staff

Jammu, Aug 25: J&K state which is infamous for so many aberrations, has one more dubious distinction to its 'credit' - exploitation of official staff to hilt by the ministers and bureaucrats only to keep them at disposal for their domestic works, a practice which is common with any government at the helm. From Chief Minister who takes the pride in having scores of subordinate staff in official and private residential bunglows, both mantris and babus follow this as a matter of right, no matter in unauthorized manner, to keep all the peons available for multiple domestic chores.
This is no exaggeration nor any imaginative allegation that peons with all the departments in the civil secretariat do less of work in the offices and utilize their time and energy in performing 'duties' of their bosses at their residences for their families. Sources said the peons and daily wagers working with various departments, particularly deployed in the office chambers of ministers most of the time remain busy in doing domestic works of the 'sahab', as they call their bosses and are rarely seen in working hours in their offices. 'Dispatching' peons for domestic chores and personal petty works is not something which is done occasionally, but this system has in fact acquired permanence and a set routine for the staff to perform works at homes of the bosses, sources said adding that all this is done openly and unashamedly by the ministers and senior officers.
Sources said at least 3-4 peons who get their salaries from the government exchequer to work in the offices remain away from the offices with 'permission' and as a matter of 'order and instructions' to perform works at the residences of the ministers and commissioner secretaries. From cooking to petty works of polishing shoes , ferrying children to and from the schools, cleaning and maintenance of the entire house , gardening in the lawns , and other chores of purchasing day to day stock for the household…are only few works they are assigned on daily basis by the bosses, sources further said, Sources said this practice is true of all the ministries and no bureaucrat is an exception in not following it brazenly, as a matter of right to keep the peons at disposal of domestic works. Sources further said the practice is much conspicuous with the Estates Department as hundreds of the daily wagers who are supposed to do official work assigned for maintenance and upkeep of the kothies (official bunglows) are kept engaged in performing the domestic works throughout the day by majority of ministers, sources said.
The 'malaise ' has now percolated down to officers down the line- is common with HODs of various departments, Chief Engineers and even junior officers who keep the peons engaged in their personal works and do not mind if they stay away from the offices for the entire day. And all this is unabashedly and unashamedly done most times at the expense of office work which remains hung up for days due to unavailability of the peons. While the latter get exploited and their rights get violated in many ways, they choose to remain mum lest their bosses get angry. Some working as daily wagers do it voluntarily and happily as they are lured they would get permanent if they perform 'well'.
