Rs 78.52 lakh yet to be realized from contractor

Jammu, Aug 25: Construction work in Nullaha Yakh Check Dam is in limbo as the same was engulfed by corruption, ignorance and biasness which is galore in Irrigation and Flood Control Department.
The project ultimately costs crores of rupees to the public exchequer. Further the department's failure in adhering to the instructions of the Government of India (GOI) in getting the designs of the projects vetted by the Central Waters Commission before execution and subsequent failure to ensure execution of the three storage water schemes projects in Samba and Jammu resulted in blocking of Rs 8.67 crore.
The mismanagement of huge amount came to limelight when RTI activists Kovid Khosla, advocate Jammu and Kashmir High Court, Jammu and Shashi Paul Sharma, advocate, filed RTI to the department. In reply having No FCDS/1176-1179, the office of the Executive Engineer Flood Control Division, Samba admitted the fault of the department.
Department further admitted their fault stating that as per the terms and conditions of the contract agreement, the department shall have to submit the approved design by the Design Directorate Jammu to Central Waters Commission, New Delhi before the start of work, which is mandatory. However, for prolong delay, the department threw ball to the court of contractor who failed to accomplish the task.
Chief Engineer, Irrigation and Flood Control Department, Jammu awarded contract on July 2007 for three water storage schemes ( Construction of RCC Check Dams) on Nullaha Yakh,near U/S of village Gurha Mundian, River Basanter,near Sukast and River Devak near village Utter Behni in Samba and Jammu respectively, under Border Area Development Programme (BADP).The work was to be completed with in 8 months but till date the dream projects did not come into realty. The purpose behind the projects was that to create irrigation potential of 3,500 acres for hitherto uncultivable land and to overcome drought like situations
For the execution of the work on Nullaha Yakh, only the huge amount to the tune of Rs 2.64 crore has been spent. Further, the laxity and biasness can be gauged from the fact that department paid interest free mobilization advance to the contractor to the tune of Rs 83.91 lakh ,but recovered only 5.39 lakh only.For execution of Yakh Nullaha project only, the department paid Rs 20.13 lacs under vide letter No.56 of 11/2007.
Amazingly, though the matter of huge misappropriation of amount is in the eye of government since 2011 but till date no action has been taken.
