Direct rail link to Katra still a distant dream Inauguration of Udhampur-Katra rail line faces further delay

Udhampur, Sept 9 : Inauguration of much awaited Udhampur-Katra rail
line earlier scheduled for September by Prime Minister may be
further delayed. According to report from railway sources, ahead of
the launch of prestigious Udhampur-Katra rail project, a high level
team of senior officers of Railways headed by Railways Board Chairman
Vinay Mittal had a detailed survey of Udhampur-Katra track including
Tunnel No. 1, the major hurdle in the prestigious project during
first week of June this year after which scheduled inauguration on
25th June by Prime minister was delayed , as the technical team,
after feasibility and allied tests, have confronted certain technical
snags during the final inspection of tracks. Sources added that the
work of laying track is in progress and barring the laying of ballast
less track on the 3.1 km long T1 tunnel, , all other works in the
Katra route were scheduled to be completed before September but
continuous rains in the area have further delayed it . The rail link
between Udhampur and Katra was scheduled to be completed by 2005.
Survey on the 25-km Udhampur-Katra rail project was conducted in 1998
but the actual ground work was started 1999 with the promise that
Katra would be connected through rail with the rest of the country by
the end of 2005 . The route consists of seven tunnels and 30 small and
big bridges, including a 185-feet high tunnel. A total of seven
tunnels span over 10 km of the 25 km stretch. Keeping this in mind,
the vast area of Katra station has been provided with pilgrim guide
tourist assistance, cloak room, waiting hall, VIP lounge, escalators
and lifts besides parking space on the either side of the station.
Meanwhile railway authorties when contacted refused to comment on it.

Shopian killings-unidentified slain was Abdullah Haroon of LeT
Mustansir

Srinagar, Sept 9: The unidentified person who was one among the four
killed in Shopian shootout on September 7 is believed to be Abdullah
Haroon of LeT resident of Multan (Pakistan), however, three others
killed in the incident have no previous militant links, the police
investigation report has said.
Investigation by Jammu and Kashmir Police in the incident of Gagran,
Shopian September 07, 2013 in which four persons got killed and one
got injured has revealed that among the four killed, three do not have
any previous record of militancy. The fourth, police says is non local
looking person without being identified. The unidentified deceased was
yesterday evening buried in Degam Nagbal, area. Degam Nagbal, is a
small hamlet near the district police lines situated on the banks of
Nalla Rambiara.
Sources said that police authorities informed the villagers about the
burial of the deceased and the local Awqaf committee arranged a
funeral prayer before his unidentified burial.
About the three identified slain persons police sources said, "these
three do not have any previous record of militancy in Police record
against their persons. The fourth non-local looking person has neither
been claimed nor identified by any local. However, the evidence
collected from the spot and subsequent verifications suggest that he
is Abdullah Haroon of LeT. One pistol, two grenades and a diary were
recovered from the spot.
Besides the spokesman further added that police recovered the mobile
phone from his pocket contains a video clip showing weapons snatched
from police and CRPF personnel in the incidents of Arwani and Awnera
Shopian. Further the mobile phone has Dialer/SKIPE software which is
available with Lashkar commanders.

State facing shortage of female cops
8 Women find it difficult to visit male dominated police stations

JAMMU, Sept 9 : Despite increase in the crime against women including
domestic violence, eve teasing and dowry harassment in Jammu and
Kashmir but still there are no separate female police squads to deal
with the problems being faced by the fair sex.
According to sources, Jammu and Kashmir Police (JKP) face shortage of
women police officers beside this the state has only two women police
stations. Sources said that it is matter of concern as women police
personnel are not enough to deal with the women issues in all the 22
districts of the state.
Sources further said that the authorities were trying to shift about
90 women police officers of different ranks in these two women police
stations in Jammu and Srinagar whereas the total number of 2509 women
officers working in the JKP.
As per data available, more than a hundred incidents of women
harassment cases every month across the state but only few of these
were registered while most of them go unreported mostly due to
shortage of women police stations and officials at most of the places.
"There are only two full-fledged women police station one in Jammu and
another in Srinagar which covers the 22 districts of the state besides
this they do not having any other separate special women squads for
tackling the crimes against women", said a senior police officer.
"More such women police stations should also be established in other
districts and male constables should be replaced with the female
constables in the two women cell of the state," he added.


Pakistan Violates Ceasefire Twice Along LoC

JAMMU , Sep 9 : Pakistani troops violated the ceasefire along the LoC
in two forward areas of Jammu district and targeted Indian posts with
small arms and medium machine guns this evening.
"There was firing by Pakistan Army on Indian forward posts in two
areas along Line of Control in Jammu district from 1720 hours,"
Defence Spokesman S N Acharya said.
Pakistani troops fired with small arms and medium machine guns in
Gigrial and Laukikan forward areas. Indian troops gave a "calibrated
response", resulting in heavy exchanges that were going on when
reports last came in from the area, he said.
There was no report of loss of life or injury.
The firing incident has taken place on the heels of sniper firing from
across the border on an observation post of BSF along International
Border in Maljodha BOP area of Jammu yesterday in which a jawan
narrowly escaped.
BSF troops retaliated effectively, the spokesman said.There has been
over 90 ceasefire violations by the Pakistani troops from January 1.
Six jawans were killed and 13 people injured in ceasefire violations
and firing by Pakistani troops in forward posts, civilian areas and
patrol parties along the border in over a month.



Centre Asks States to Be
Vigilant on Communal Flare Ups

NEW DELHI, Sep 9 : Against the backdrop of communal violence in
Muzaffarnagar in UP, Centre has asked seven states to be extra
vigilant and effectively deal with petty skirmishes to avert any
communal flare-up.
This was conveyed by the Home Ministry to governments of Uttar
Pradesh, Bihar, Rajasthan, Madhya Pradesh, Karnataka, Haryana and
Jammu and Kashmir -- all of whom have witnessed communal violence in
recent past.
"We have conveyed to the states to take every small incident seriously
and control it immediately with utmost care. We have asked the state
governments to convey this message down the line to the police station
level," a senior government officer said.
The violence in Muzaffarnagar, which has claimed 31 lives, was started
initially with an incident of eve teasing.
Communal violence was reported last month from Nawada in Bihar where
two people lost their lives while 22 others were injured. This
incident was started over serving non-vegetarian dish in a roadside
eatery.
Some other communal violence, reported from Uttar Pradesh, Rajasthan,
Karnataka and Jammu and Kashmir, also started with trivial incidents.
According to official figures, the country saw 451 incidents of
communal violence till August 31 this year, above the number of 410 in
2012.
Besides, the Centre has received intelligence inputs about
polarisation in some parts of the country which may vitiate country's
social fabric and needed to be checked immediately, the states were
told.
The state governments were also warned that such incidents may
increase in coming days and expected to take place in the run up to
the 2014 general elections, the official said.
The states were asked to analyse the reasons for such violence and
take remedial steps so that in future no petty incident takes communal
colour, as witnessed in the past.
The report of polarisation in some parts of the country was also
flagged by Prime Minister Manmohan Singh, who was "very concerned"
over the spurt in communal violence in the last few months, the
official said.
Infact, last week's meeting of Chief Secretaries and DGPs of the seven
states, convened by Cabinet Secretary Ajit Seth, was held following a
directive of the Prime Minister.
Seth, accompanied by Home Secretary Anil Goswami, reviewed the
security situation of the seven states, which witnessed communal
violence in recent months, and suggested several urgent measures that
were needed to be taken.


Govt to Sponsor Bureaucrats' Medical Treatment Abroad

NEW DELHI, Sep 9 : Bureaucrats and their dependent family members
can now get complex medical treatment abroad at state expense and also
get their airfare reimbursed under government's new rules that comes
at a time when it is facing flak over the ailing economy. A member of
All India Services-- Indian Administrative Service (IAS), Indian
Police Service (IPS) and Indian Forest Service (IFoS)--can also be
airlifted outside the state in cases of a medical emergency, the new
rules by Ministry of Personnel said.
"A member of Service shall be eligible to obtain medical treatment
outside India or, as the case maybe, to claim reimbursement of the
cost of medical treatment obtained inside or outside India," they
said. Earlier, reimbursement of cost of medical treatment incurred
abroad by All India Services officer was disallowed.
An IAS, IPS and IFoS officer may avail medical treatment outside India
for himself or for a member of his family for complex or high-risk
cardio-vascular surgery, bone marrow transplant and for complex
medical and oncological disorders, such as leukemia and neo-plastic
conditions, the rules said.
They may also get treatment abroad for complex high-risk cases in
micro-vascular and neuro surgery and extremely complex ailments.
However, a screening committee will decide on recommending cases for
treatment abroad.
An attendant of member of services will also be entitled for to and
fro air fare. "The scale of expenditure and the eligibility for
treatment is identical to the scale of expenditure and the eligibility
of an official of the Indian Foreign Service of the corresponding
grade in the Ministry of External Affairs," according to the rules.
As many as 4,737 IAS officers, 3,637 IPS officers and 2,700 IFoS
personnel are working across the country.
The Centre has also decided to allow airlifting of an officer outside
the state in case of an emergency on the basis of the recommendation
of a doctor from the government or from a recognised private hospital.
"The requirement of obtaining the certificate from Chief
Administrative Medical Officer of the State be waived by the head of
the ministry or department or office in case where the patient has
been referred outside the state for obtaining emergency or life saving
treatment," the rules said.
"The patient (whether member of the Service or a member of his family
dependent on him) and also his attendant will also be entitled to
travelling allowance plus daily allowance for the period of journey
undertaken by rail, as per entitled class or the lower class by which
the journey is actually performed, road, sea (ship, steamer, etc.),
and air (within the country) for obtaining appropriate medical
attendance or treatment," they said.
The officers will also be entitled for conveyance charges for journeys
undertaken within the city and ambulance charges.
A member of the service will also be entitled to claim reimbursement
of travelling allowance expenses in connection with the journeys
undertaken by a donor of a kidney.
