9/9/2013 10:57:32 PM
Et Report

Rajouri, Sept 9 : No case has been settled in Rajouri district under Right to Information (RTI) Act till date.
This was disclosed by RTI activists who have alleged gross violation of RTI act in the district and said that authorities concerned are keeping criminal silence on the finding reports of various scams for which information was sought by them. Shieraz Sheikh, secretary Social Justice , A NGO said that under RTI Act they have sought the copy of finding report of mismanagement and bungling in the office of Pahari hostel for which committee was constituted vide order No SQ/1605-09 dated 28-11-2011 by the then DDC.
"But till date we have not received any response from the deputy commissioner .
As per our information big revelations about bungling to the tune of Rs 500 lakhs by the hostel warden which were enough to lodge FIR against the warden who happen to be a close relative Health Minister" said Shieraz.
He further said another complaint was registered in CM .grievance cell vide complaint no 3639 in which DDC, Rajouri was directed to initiate independent inquiry but due to political pressure and despite more than 15 reminders from grievance cell nothing has happened till date. RTI activists including Shahbaz Khan, Shahnawaz Ahmed and others said that even a single RTI case was not settled in Rajouri district and glaring example of violation of RTI Act could be gauged from the fact that State Information Commission vide office letter No, SIC/J/C/131/2012 has issued show cause notice . But despite that warden/officials did nod respond till today. "For the last about one year the Pahari Hostel Warden is making mockery of RTI Act and also harassing me this or that way" said Shahnawaz Ahmed. He further alleged that Chief Minister Omar Abdullah who himself holds the charge of chairmanship of Pahari Advisory Board and under the very nose of CM such embezzlement have occurred.
RTI activists are wondering for the irresponsible attitude of the concerned officers and a final show cause notice has also been issued to the warden about a month back but he is yet to respond.
Other applicants Mobin Ahmed and Jawaid Ahmed said that we have applied from ACD, Rural Development information regarding multi crore scams and fraudulent allotment of works, but authorities are not responding.
Nazir Ahmed and Shieraz Ahmed both RTI activists from Thanamandi said that they are wondering from pillar to post to get the information from Xen PWD (R&B) about unauthorized work started without calling tenders and multi crore withdrawal against fraudulent work allotted to blue eyed persons.
Executive Engineer PWD when contacted had said that Chief Engineer has sought details of the works executed without calling tenders, which were sent to him . "Crore of rupees have been shown for black topping and repair of roads from Thannamandi to Shahdra Sharief. SIC has also issued notice to SE.PWD vide letter No.SIC/J/C/135/2012/4411/-121Dt.18/08/2012 in this matter" said Mohd Riaz.
Advocate Rajinder Mehta and Amir Mir, spokesman and secretary JK Pahari People Movement (JKPPM) said that hollow slogans of Chief Minister to provide corruption free society have been exposed as his grievances cell and RTI, office are in complete control corrupt politicians and corrupt officers. "Instead o providing justice to applicant and public they are defending the corrupt politicians ant corrupt officers" said both.
SK Mughal, chairman JKPPM was of the view that if CM is really sincere to take action against corrupt system he must constitute an inquiry commission to find out the pendency of application under RTI act and CM grievance cell.
