Jammu, Spet 9: In a fresh twist to the unsavoury developments between the coalition allies and in sharp contradiction to what NC Patron Dr Farooq Abdullah tried to project about his party NC's disinclination to form Kargil Hill Development Council , the NC today staked claim to form the House in front of Deputy Commissioner Kargil contending the support of 16 members. Congress, however, has out rightly rejected this and challenged the claim terming NC is bent to play foul in setting up the Autonomous Hill Council.
Sources said NC unit today went to DC and staked claim to form the House with support of 16 members, a move which has angered the Congress further particularly in the wake of the statement given by Dr Farooq Abdullah on Sunday that NC will opt out of the race of forming the House as Congress had more elected members than his party had bagged in the recently held elections for the Hill Development Council . Congress which has more members and support of independents too has challenged the claim of NC and expressed its displeasure over what it sees as double speak of NC leadership. The requisite strength to form the House is 15 which Congress has since day one making it the first claimant for leading the House. However, what annoyed the Congress is the sudden move of NC in surreptitiously and unilaterally making nomination of four members without taking Congress into confidence
" It is ironic that one hand NC has conceded the defeat and contended that Chairmanship of the LHDC Kargil would go to the Congress Party and on the other hand it is making such foul moves……it is a deliberate attempt to camouflage the real designs of the National Conference wanting to maneuver a majority in the Kargil Council", the three senior leaders of PCC said in a joint statement in response to the development.
"It is regrettable that the J&K National Conference has chosen to play foul in respect of the Constitution of Ladakh Hill Development Council, Kargil…..", read the joint statement by three vice presidents of PCC Mohd Muzaffar Parray , Gulam Nabi Monga Bashir Ahmad Magrey, who also happen to be MLCs.
The very fact that the NC Chose to make nomination to the Hill Development Council Surreptitiously, even before the elected Members had taken oath, shows that the NC is bent upon playing foul against the Congress , they said. The congress has been contending that that even if it the discretion of the government to make nominations but government in J&K doesn't meant only NC .
"The most unfortunate aspect of this game of foul is that the NC did everything in this behalf in the name of J&K Government in which Congress is an equal partner…", the PCC leaders said .
However, in an apparent bid not to confront NC head on, the Congress has advised that the only viable solution available to the Coalition is that the NC- Congress Coordination Committee should meet to work out an amicable settlement, albeit on the condition that the NC agrees to withdraw the four Nominations it had made in utter violation of the Act and Rules.
