Following assurance from Cabinet Sub Committee, JCC defers agitation up to Sep 27

Jehangir Rashid
SRINAGAR, Sept 17: The Joint Consultative Committee (JCC) of Government employees today deferred its current phase of agitation following assurances from the Cabinet Sub Committee (CSC) that their demands would be given due consideration and some solution would be found out in near future.
Addressing a press conference today, Rouf Ahmad Bhat, Convener JCC said that the meeting with the CSC headed by Finance Minister, Abdul Rahim Rather was carried out in a cordial manner. Rouf said that the employees are never in favour of confrontation adding that stalemate and deadlock are beneficial neither for employees nor the State Government.
"We have never been adamant and have given more than ample chance to the State Government for fulfilling our demands. After today's cordial meeting we have decided to defer out agitation upto September 27. We will meet the CSC once again on September 27 and after that future course of action would be chalked out," said Rouf.
Rouf said the agreement signed by the Government employees and the State Government on September 15, 2011 should be have been honoured by September 30, 2012. He said the inordinate delay in this process has forced the employees to come on roads and lodge protests in support of their demands.
Sharing his views, JCC leader Abdul Qayoom Wani said that employees carried out protest demonstrations at all the district headquarters of the state excepting South Kashmir's Shopian district. Qayoom said the members of CSC accepted that there has been delay from the Government in fulfilling the demands of the Government employees.
"The members of CSC were quite cautious and safe while carrying out deliberations with us. During the meeting we made it clear that we would not sign any new agreement with the Government and we want the previous agreement to be implemented in letter and spirit. Following today's meeting we have decided to give more time to the State Government in fulfilling our demands," said Qayoom.
Qayoom said demands like regularization of daily wagers, consolidated and daily rated workers, enhancement in retirement age from 58 to 60 years, removal of pay anomalies in different pay scales and fulfillment of genuine demands of Rehbar-e-Taleem teachers and Education Volunteers were raised during the meeting with CSC. He exuded confidence that Government would show seriousness and take practical steps in fulfilling the demands of Government employees.
Another JCC leader Mohammad Gafoor Dar referred to the demands of Government employees as Pandora box saying that Government agrees to fulfill two of the demands and leaves the rest four demands as un-attended. Gafoor said that this time around the State Government seems to be serious in fulfilling the demands of Government employees.
"We have got positive signals from the Government and as such there is no logic in going ahead with our agitation programme. We shall wait up to September 27 and in case there is no breakthrough then the employees should be ready for more forceful agitation from September 28. We have to remain steadfast and united while pursuing our demands that are pending for a long time," said Gafoor.
Besides Rather, other members of CSC Sham Lal Sharma, Taj Mohi-ud-Din, Ali Mohammad Sagar and Ajay Sadhotra were also present during the meeting. Chief Secretary, Mohammad Iqbal Khanday and some other senior bureaucrats were also present.
