India says atmosphere not coducive for talks

If India has decided to go slow on the issue of resumption of dialogue with Pakistan it is the only right decision in the light of no improvement in the border situation.The scene on the LOC and the IB in Jammu and Kashmir continues to be a matter of concern for New Delhi because even after the one-hour long meeting Prime Minister,Manmohan Singh had with Nawaz Sharif in New York there has been no change of heart as far as Pakistani troops are concerned.Pak troops continue to resort to repeated ceasefire violations on the border and they continue to assist groups of militants in sneaking into Jammu and Kashmir.It is not only intriguing but provocative too when the Indian troops had to foil as many as 100 ingress bids during the last 10 months.Equally disturbing is the mounting tension on the LOC and the IB as a result of ceasefire violations in which Pak troops use mortar guns and other sophisticated weapons for attacking Indian borser posts and some villages situatd close to the LOC.If India does not show any haste in resuming the process of dialogue with Pakistan it is a sign of unwillingness on the part of New Delhi to settle bilateral problems through the process of dialogue.It is purely the result of unfriendly postures being displayed by the other side.
The External Affairs Minister,Salman Khurshid has clearly indicated that the atmosphere was yet to be conducive for holding talks with Pakistan.Making it clear that India and Pakistan are not at a stage where they can resume dialogue, Salman Khurshid has said recent incidents on the LoC are “upsetting” and are not conducive to the normalisation of ties.“I must make it very clear that we have not reached a stage where we have done something like ‘so-called resumed talks’. We used to have a composite dialogue and that composite dialogue got suspended and then we began to move towards a process to resume that dialogue subsequently,” Khurshid said.
He said while two Prime Ministers met in New York last month, “we have not reached a stage where we have indicated any dates, timeline or perspective on the resumed dialogue.This is a clear indication of New Delhi’s reluctance for resuming the process of dialogue.If not anything else India had expected to see an end to ceasefire violations and to infiltration bids made by militants.But during the last three weeks there has been no change in the border scene and that is the main reason for Salman Khurshid to say that recent incidents on the LOC in Jammu and Kashmir had not created an atmosphere which could be treated quite conducive for the resumption of the process of dialogue.
In fact despite unfriendly and provocative postures being adopted by Islamabad New Delhi has been always in favour of resolving bilateral problems and issues through the process of dialogue.And India had become optimistic on a purposeful dialogue after Nawaz Sharif took over as Prime Minister in Islamabad.It has not been the case as reports went on indicating that Sharif was yet to keep the Army and the ISI under his thumb. Notwithstanding the fact that many towns and areas in Pakistan witnessed bigger terrorist strikes during the last four to five months than in India,still Islamabad does not seem to be in no mood to act against terrorists.However,latest reports from Islamabad reveal that the Army while supporting dialogue with militants within the ambit of the constitution of Pakistan it is prepared to launch an offensive against terrorists.
Keeping open the option of military action against militant groups, Pakistan army chief General Ashfaq Parvez Kayani has said talks with them must be held within the constitutional limits.Kayani has denied report s that Islamabad has been forced to hold t alks with t errorists because of the failure of military operations against militants.Possibly the Army may go in for some operations against terrorists and if it happens it could hasten the resumption of composite dialogue
