Jammu, Oct 14: The adherence to new recruitment policy in principle in terms of offering fixed pay and perks for initial five years has finally come to be seen widely implemented by various departments while they announce filling up of various posts , the advertisement of SSRB published three days back being fresh instance to elucidate. But this also is a grim reminder to the injustice with scores of eligible, well qualified who were adjusted during the last two years under similar guidelines as against dozens during the same period in Assembly Secretariat.
While candidates elsewhere were appointed under the SRO that governed limited pay and perks, those in Assembly, most of them less qualified and perhaps ineligible in many ways are getting full pay scale under the pay band fixed originally for such posts. In other words the authorities in Assembly Secretariat brazenly breached the provisions of the SRO and new Recruitment policy and went on conveniently, without resistance from any quarter in making these appointments in a hush hush manner through backdoor under the 'self determined' criteria of selections. This brazen violation which is no secret now is not coming under the scrutiny of the government nor are the political parties in opposition making any hue and cry or asking for probe.
There is a reason why no one raises this issue which on one hand reflects irregularities in the highest temple of governance for not following rules and regulations in appointing people, and on the other hand amounts to injustice with scores of eligible and deserving candidates who have to be content with mere Rs 5000 or even less in some cases per month as far as their remuneration is concerned. This also goes on to show duplicity of all political parties and their biased approach in raking up issue of backdoor appointments in the Assembly on selective basis with only such matters which let them settle political scores with rivals and fetch them political gains in some way.
From investigative agencies to political parties all are silent over backdoor appointments as most of these have been made on political considerations . While majority of the adjusted candidates are those recommended by the alliance partners in ruling coalition , there are few who sources say are tagged with political influence from opposition stalwarts as well, surprisingly from Jammu based parties. Apart from appointments on political recommendations, there are few instances wherein the authorities in Assembly Secretariat have indulged in nepotism within the institution. According to sources the authorities some time back had employed one affluent businessman who would apparently oblige with favours . And later in his place he managed entry of his brother, also a businessman with ease . Sources said his brother was adjusted despite being over aged, an obstacle which was also overcome by seeking relaxation for age from GAD. |
