Srinagar, Oct 14: The Comptroller and Auditor General has pulled the Sher-e-Kashmir University of Agricultural Sciences and technology (SKUAST), Jammu for its failure to ensure installation and operation of equipment which resulted in idle expenditure of Rs. 4.14 crore besides depriving the students/researchers of the intended benefits.
The SKUAST, Jammu procured various high-tech equipments at a cost of Rs. 6.12 crore for use by different departments of the University. The equipments were to be used for imparting practical trainings to students undergoing various courses in the University.
However, audit scrutiny of the records (January 2012) of the university revealed that after receipt of 18 equipments, no serious efforts were made by the university authorities to install and make them functional with the result all the equipments were lying un-utilized (June 2012).
The equipments were imported by making payments through letters of credit operated in favour of the firms. The performance guarantee of the equipments was obtained but the amount of security was released without ensuring installation and commissioning of the equipment. The report said that after this was pointed out in the audit the Registrar of the university informed that a committee had been constituted to suggest solutions to make the equipment functional.
The report further said that after pointing out this lacuna in the audit, the registrar of the university informed in August 2012 that the university had succeeded in making eight equipments functional costing Rs. 1.98 crore but the progress on making the balance 10 equipments functional was still awaited.
The report points out that the failure of the university authorities to ensure installation of the equipment resulted in idle expenditure of 4.14 crore, besides, depriving the students of the intended benefits.
The high-tech equipments purchased by the SKUAST (J) include Ultra Centrifuge (2 Nos) worth Rs. 40.16 lakh, Centrifuge SORVAL Ultra RC 100/RC90/Evolution (1) costing Rs. 1.32 crore, Transmission Electron Microscope (TEM) costing 1.76 crore, High Performance Liquid Chromatography (HPLC) costing Rs. 35.45 lakh, Liquid Scintilation Counter costing Rs. 33.01 lakh, Partec Ploidy Analuzer costing Rs. 66.44 lakh, Amino Acid Analyzer at Rs. 62.93 lakh, CO2 Incubator at Rs. 6.54 lakh, Micro Ventilated Cage System costing Rs. 7.34 lakh and Auto Analyzer costing Rs. 51. 70 lakh.
