CAG indicts Revenue department

Srinagar, Oct 13: The Comptroller and Auditor General Report has indicted the Jammu and Kashmir Revenue Department for its failure to implement the centrally funded 'Computerization of Land Records' even after the release of huge amount by the central government for the purpose. In its latest report tabled in the J&K Legislature by the Finance Minister during the last budget session, the CAG of India has revealed that due to non identification of sites and non establishing of basic infrastructure for setting of computer centers for computerization of land records, department could not utilize the funds rendering the scheme non functional besides, depriving the people of the state from the benefits of the scheme for over two decades.
The report said the proposal for computerization of the land records in 257 Niabats (Sub-Tehsils) of the state at a cost of Rs. 20.56 crore was submitted (August 2006) by the state government to the government of India. The proposal was framed on the basis of a pilot project taken up after development of software departmentally for Niabat Khanmoh in Srinagar Tehsil. For this purpose, the GOI released (March 2007) Rs. 15.52 crore under the centrally sponsored scheme "Computerization of land records". The amount was to be spend for the creation of infrastructure of hardware items, server, system software, electrical fitting, furniture etc. The amount was credited (April 2007) to the bank account of the department by the financial commissioner (Revenue), J&K.
Audit scrutiny (Dec 2011) of records of the Financial Commissioner (Revenue) revealed that Rs 5 crore were converted (April 2007) into fixed deposit as the scheme could not be implemented due to the fact that department could not identify the sites and establish basic infrastructure for setting up computer centers at Sub Tehsil offices.
The report said the amount which accumulated to 16.95 crore including interest of Rs. 1.53 crore was transferred (September 2008) to government account.
