33 persons engaged without any formal procedure

SRINAGAR, Oct 13: Despite the exhaustive, comprehensive and eloquent speech of finance minister, Abdul Rahim Rather in the recent autumn session of legislative assembly here that no need based worker would be appointed by state government a major recruitment scam of need based workers has propped up in Central Kashmir's Budgam district. More than 30 persons have been appointed on need basis in the Doodhpathri Development Authority in Budgam. The engagements have been carried out by the concerned authorities without adopting any formal procedure whatsoever. Some of the need based workers live outside the Budgam district and one fails to understand how all this was done. Public Information Officer (PIO), Doodhpathri Development Authority in response to an Right to Information (RTI) application moved by Ghulam Nabi Shah resident of Dragger, Khan Sahib-Budgam has said that 33 persons have been appointed in the development authority. The PIO said that no daily wager has been appointed in the authority. "Need based labourers are engaged purely as per the requirement at site and mostly local labourers are given preference. All the need based casual labourers have been engaged only on site requirement at different sites. No advertisement is required for engaging the labourers on need basis," said the PIO in his reply to RTI application. According to the details made available by the PIO at least two persons appointed on need basis residents outside the Budgam district. While one among them resides in the Chanapora area of Srinagar district the other one is a resident of Tangmarg in North Kashmir's Baramulla district. They are Muneer Ahmad Khan resident of Chanapora-Srinagar and Abdul Rashid Wani resident of Tangmarg-Baramulla. Need based labourers engaged for watch and ward staff of Doodhpathri Development Authority include Bashir Ahmad Rather resident of Patwaw-Budgam, Ghulam Rasool Dar resident of Reyar-Budgam, Shakeel Ahmad Sheikh resident of Mujpathri-Budgam, Mohammad Ashraf Sheikh resident of Reyar-Budgam, Abdul Rashid Sheikh resident of Mujpathri-Budgam, Mohammad Ayub resident of Gogjipathri-Khan Sahib, Budgam, Mohammad Altaf Deenda resident of Reyar-Budgam, Parvez Ahmad Sheikh resident of Mujpathri-Budgam, Abdul Rashid Lone resident of Kangan-Budgam and Altaf Ahmad Rather resident of Zangam-Budgam. Mudasir Ahmad Wani resident of Zarigam-Budgam, Rubeena Akhter resident of Arigam-Budgam, Hafeeza Akhter resident of Dreygam-Budgam, Shabir Ahmad Shah resident of Khan Sahib-Budgam, Bilal Ahmad Parray resident of Churpora-Gotapora, Budgam, Aadil Rayees Shah resident of Chill Brass-Budgam, Abdul Lateef Sheikh resident of Raithan-Budgam, Abdul Majid Mir resident of Rawalpora-Khan Sahib, Budgam, Shahjehan Dar resident of Waterhail-Khan Sahib, Budgam and Bashir Ahmad Mir resident of Bugroo-Budgam are discharging their duties as need based workers at Doodhpathri Development Authority.
