RTI unveils scam in CAPD Doda, Crorepati Assistant Director under scanner

JAMMU, Oct 13: A Right to Information (RTI) crusader has unveiled scam worth lakhs of rupees of Consumer Affairs and Public Distribution (CAPD) in District Doda involving five officials.
According to documents available with Early Times, four officials including an Incharge Assistant Director have been running a racket, through which they have been selling kerosene oil and other consumable items meant for ration card holders to shopkeepers and retailers. They further unveil wrongs being committed by these officials allegedly with the blessings of certain higher ups.
Documents further indicate that the ex-Incharge Assistant Director CAPD with the help of these non-gazetted employees and dealers have been allegedly running a black marketing at CAPD Doda. Though he has been transferred now but records bear testimony to the fact that he has been shifted out after more than 20 years. Sources assert that ex-Incharge AD is likely to return to Doda at the time of his choosing.
The other four employees who are worked in league with ex-Assistant Director have been working in CAPD Doda since the last more than 5 years. One of these four employees was appointed as Peon in the CAPD and has been working at this position since then. He has not been shifted even once since the day of his appointment in CAPD Doda.
Sources refer to him as one of the main accused in the scam. The RTI crusader Sajjad Hussain claims that his applications were stone walled and every effort was made to mislead him. According to him, he was not provided information sought by him and whatever was presented before him was nothing but time buying exercise. Instead, he maintains that factually wrong information was supplied to him.
According to the RTI activist, the Incharge ex-Assistant Director ensures that work of office like furnishing, lying of tiles; electric fitting is given to his contractor brother. He maintains that if State Vigilance Commission (SVC) takes cognizance of this report and initiates inquiry against this 'Crorepati' AD, more skeletons are likely to tumble out of this officer's cupboard.
If sources are to be believed, vigilance has already taken note of wealth accumulated by this Assistant Director (AD). "An inquiry is likely to be ordered into this scam against these five officials. We have received credible reports of this Assistant Director (AD) having amassed disproportionate assets," said an official of the State Vigilance Organisation (SVO) Jammu.
He added that SVO has reports about this AD having bought illegal assets in the name of kiths and kins. "According to our reports, he has purchased one house at Baba Jeevan Shah Street near Shaheedi Chowk Jammu. Cost of this house assessed by us is around Rs. 75 Lakh. He purchased this house in the year 2003. He also has property in Srinagar valuing around Rs. 2.50 Crore," informed the official.
