| NC-Congress shut doors of democracy in J&K | | Delimitation Issue | | Rustam
JAMMU, Oct 13: "Jammu & Kashmir is the only state in India where delimitation (of Lok Sabha and Assembly constituencies) was denied by the (NC-Congress) coalition government, thus shutting the doors of democracy for every person. Delimitation was denied because no Kashmiri party, may it be, Congress, NC or PDP would like to ensure equitable share of membership in the Legislative Assembly nor the Kashmiri leadership would digest political reservations in the legislature for the Scheduled Tribes -- Gujjars, Bakerwals and Gaddis. The Kashmiri leadership has all along been exploiting the innocent Dalits as there are seven reserved seats of the Assembly for the Scheduled Caste (SC) only in Jammu Pradesh. When it is one State, why the SC seats should not be reserved in the Kashmir Valley also? Besides, the Kashmiri rulers would not like that this opportunity among the SC community gets extended to them in other areas as well. Seven seats were reserved for the SC in 1996. 17 years are over and there is no hope that these seven constituencies shall go open for general category because there is no delimitation according to the rule the Kashmiri leaders have framed for Jammu & Kashmir till 2031. Even that could not be the last date of reservation of these constituencies" because the February 2002 amendment says that delimitation may take place after census operations to be conducted after 2026.
This was what chief patron of Jammu & Kashmir National Panthers Party (JKNPP) Bhim Singh said in a statement issued simultaneously from New Delhi,Jammu and Srinagar on Thursday. This time the purpose of Bhim Singh was to educate "media" persons about the real situation as it had been obtaining in Jammu & Kashmir since years and expose what he called the "authoritarian rule of NC and Congress".
The JKNPP chief patron did not exaggerate things. He simply made a statement of fact that could be easily verified. He not only exposed the ruling clique and diagnosed what had been ailing the state and its people in general and the people of Jammu Pradesh and social groups like OBCs, Gujjars and Bakerwals, Gaddis and SC community in particular. To make his point clear he referred to the Justice Kuldip Singh Commission which completed delimitation in 2011 throughout the country, barring Jammu & Kashmir because the NC government had subverted the constitution in 2002 by adopting an anti-democratic, anti-people and anti-Jammu amendment that banned delimitation for more than three decades in one go. Bhim Singh bemoaned saying that Jammu & Kashmir, which is an integral part of India, was de-linked from the delimitation process. He held Article 370 responsible for all the ills confronting the people of the state. He also said that Article 370, which was a temporary provision, became infructuous on August 20, 1952, when the "Constituent Assembly of Jammu & Kashmir under Sheikh Mohammad Abdullah terminated the monarchy thus removing Maharaja Hari Singh as a monarch of the State", and rightly added that "with the termination of monarchy the accession became absolute and the State got completely merged with the Indian Union like other 556 States".
It's fine that Bhim Singh catalogued the reasons responsible for the problems of the people and national as a whole. It would have been better had he come to Jammu to do something concrete to get the grievances of the people redressed. The people of Jammu are fed with the politics of statements; they want action on the ground. |
