| AJKPC aghast over Sagar's 'dictatorial' statement on 73rd amendment | | | Javaid Naikoo
Srinagar, Oct 13: Terming the statement of Ali Muhammad sagar on 73rd amendment in Assembly as dictatorial, members of all Jammu and Kashmir panchayat conference (AJKPC) said that, Sagar despite being the Minister of Panchayat raj is oblivious of the panchayat Raj system of the country and state as well. After Congress Party alleged Panchayati Raj Minister of the state, Ali Muhammad Sagar of misleading people over the extension of the 73rd amendment of Indian constitution to the State, office bearers of AJKPC while showing their anger over the recent statement of the Minister in the assembly said that Ali Muhammad sagar being a Minister of the Panchayati Raj is illiterate not only in the panchayati raj of the country but also of the state as well,therefore is misleading and misinterpreting the demand of 73rd amendment of AJKPC in the state Panchayati Raj act. Chief patron,Ghulam-ud-din Gulshan and chief spokesperson, Ghulam Hussain Naqashbandi while displaying the contents of their demand of 73rd amendment in the Panchayati Raj system of the state said that inclusion of some important provisions can only make the panchyat system of the state an independent body and useful when it comes to giving powers to the grass root members of the democratic set up of the state like rest of the states of the country. The duo while sharing the details of their demand of 73rd amendment in the panchayati raj system of the state said that provisions like separate financial commission through which funds from the central government should without any political interference deposited in the transparent account of panchayat body of the state,constitutional guarantee to the panchayati system of the state in which government of the state should be bound to conduct panchayat election on time as the assembly elections are conducted after every five years and panchayti body should be dissolved after its term ends like the state government is dissolved,election commission of India should conduct panchayat elections instead of chef electoral officer of the state and the body conducting elctions must be compeletely independent, incase government is bound to dissolve any panchayati raj unit of district, block or halqa level a showcase notice should be issued for general interest and a judge of the rank of a session court should be authorized to investigate the matter instead of any minister or government official of the administration,advisory panchayat nominated by governmet should be dissolved as there is no need of it and district development and planning board chairman portfolio which is given to a minister must be given to any panchayat member through proper elections as well. While as according to the chief patron of AJKPC, their demand of 73rd in the panchayati raj of state is in no way hazardous for the article 370 but instead in it are more liberties which panchayat systems of other states are enjoying. He also said that panchayat system of the state is handicapped and independent unless and until provisions of 73rd amendement are included in it so that panchayat members could be elected and had functional autonomy without any political interference. |
