AJKPC opposes funds for Panchayats through MLAs
"Government creating wedge between PRIs and MLAs"

Jammu, Oct 14 : Accusing the Jammu and Kashmir government of conspiring against the elected Panchayat members and to undermine the autonomy of Panchayati Raj Institutes in the state, All Jammu and Kashmir Panchayat Conference has warned the state government not to destabilize constitutional institutions like Panchayats which are the roots of democracy in the country and in the state .
Anil Sharma, general secretary while addressing the press conference alleged that the state government and particularly the Chief Minister Omar Abdullah and Rural Development and Panchayati Raj Minister Ali Mohammad Sagar are trying to create a wedge between the legislatures and the Panchayati Raj Institutions.
Anil Sharma, said, "As per the Constitution of India, Constitution of Jammu and Kashmir and even as per the J & K Panchayati Raj Act 1989, there is no role of any MLA or minister in the functioning of any Panchayat and as per law the Panchayats are independent and autonomous bodies and not subordinate to any MLA and Minister but the state government deliberately trying to compromise and invade the autonomy of PRI's which is evident from the fact that the State government has announced that Rs. 10 Lakh Panchayat development fund would be en-routed through the CDF fund of the MLA.
These funds are provided by the Union government exclusively for the development of Panchayats and must be spent only after the consent of the Gram Sabha's
AKPC leader also questioned the intention of the state government to allow 89 MLA's to overrule and undermine 33,000 elected Panchayat members and said that this is not only insult to the elected Panchs and Sarpanches but also illegal and against the constitutional values which calls for separation of powers between different institutions. Other senior leaders including Vimla Devi, president women wing, Kulbushan Khajuria, provincial president Jammu, Gautam Singh Jamwal, provincial secretary, Jammu, members of the AJKPC executive committee Alam Chaudhary, Raj Kumar and Raj Mohammad Chandel also spoke.
Kulbushan Khajuria said that the state government in order to hide its failure on all fronts is now attempting an unconstitutional way to please the MLA's to garner support in its favour but elected Panches, Sarpanches won't allow them to do so.
He said , "We have all the respect for elected MLA's and MLC's but it is the state government which is now trying to disharmonize the relations between elected Panchayat members and the legislatures.
Vimla Devi, the president of the women wing demanded that the state government should clear its stand on this issue within a month time otherwise after 14/Nov/2013 AJKPC will launch a full fledged agitation and for which only the state government shall be responsible.
On the question of implementation of 73rd amendment of the Indian Constitution in the state , the AJKPC leaders said that their stand remains firm on the demand and it would always be in their priority list along with seeking security for the Panches and Sarpanches.
