| Consumers forced to buy black marketed ration | | | Early Times Report
Kathua, Oct 14: RTI Paramjeet Singh Gurain activist has exposed scandalous practice of a ration dealer in Jarai at Kathua which has been going on since long that deprived the hundreds of rationees from their share of ration items. The RTI activist when conducted a physical verification of a ration depot in Jarai at Kathua observed suspicious and later fraudulent practices of the ration dealer Gyan Singh who holding the black-marketing of ration motivated the innocent consumers by showing the unavailability of the ration. Singh said that in fact the dealer has been conducting the practice of black-marketing by sending the ration to Punjab since long which is an offence able criminal act which affects not only the massive loss to the poor and innocent consumers but also a major dent on the dignity and integrity of CAPD department. Singh told that in village Jarai which is located just at a distance of less than 10 kilometer from Kathua where more than 300 consumers are made to undergo the sufferings and to live under the threat of dealer which he has created with his muscle power and forced these poor and innocent consumers live under pressure and depression. He said it was also observed that most of the consumers were forcibly denied to give their due share of ration while the ration is available and stocked in a hidden place while seeking an opportunity to dispose of to Punjab based ration smugglers. He said while the directorate of CAPD has issued strict instructions to the dealers with regards to stock position, rates of various commodities and time tables of keeping the depots open for consumers. As per circular NO.DCAPDJ/528-F/13/619 630 issued by Director CAPD Jammu, it has been notified for information of all concerned that private dealers shall display information on notice board with regards to the rates of food grains, depot no, families (APL, BPL, AAY). Fair Price shops/Sale depots shall remain open in winter from 3 p.m. to 6 p.m. and in summers 4 p.m. to 7 p.m. (within municipal limits) and from 10 a.m. to 4 p.m. in muffasil/ rural areas. Depots shall use electronic weighing machines only instead of conventional weighing scales; dealers shall not retain ration tickets/cards of the rationees as it is the property of rationees consumers; area inspectors/tehsil supply officer & assistant directors concerned shall keep a strict vigil over the distribution of food grains & kerosene oil by the fair price shops/kerosene oil depots as well. Violations, if any, may be dealt sternly in accordance with the rules. But he said inspite of issuing of this notice, no ration dealer and even the employees of the department are doing their act and ration black-marketing is rampant in Kathua and administration totally has been exposed as insensitive instrument and left the innocent consumers in lurch. |
