Enquiry into Kulgam book scandal heads roadblock

Kulgam, Nov 1: Just after few months Chief Education Officer Kulgam and his deputy who was appointed as an Enquiry Officer into the book scandal that came to fore after Zonal Educational officers raised hue and cry over the embezzlement of funds meant to purchase books for school libraries, the enquiry seems to have hit a road block.
Highly placed sources revealed that Enquiry Officer Bashir Ahmad Bhat who is currently Deputy Chief Education Officer Kulgam and a close aide of former Chief Education Officer Kulgam Munshi Javid Iqbal who is allegedly involved in the scam has left the enquiry half way after a compromise, however, Bhat claims to have submitted a report but hardly remembers to whom and when he submitted it.
In the beginning of this year's session, former CEO who currently heads District Institution of Education and Trainings Srinagar (DIET) Munshi Javed Iqbal was directed to setup libraries in government run middle and primary schools under a central government circular. According to norms he had to release an amount of 7 thousand and 5 thousand into the account of Village Education Committee to each middle school and primarily respectively but the officer throws all the norms to winds and in nexus with other employees of his office purchased books.
A Zonal Education Officer wishing not to be named said that books were dumped in a school building and after days all ZEO's were asked to lift the books, which according to him was denied by the ZEO's as it was against the norms and also books were of not better quality.
After huy and cry over the alleged book scandal, an enquiry was initiated, however, interestingly appointed and Deputy Chief Education Officer Kulgam hardly remembers anything.
"What scandal, which scandal on book….. I think I had submitted a report. Visit me tomorrow we will talk." Bhat told this reporter when contacted.
Chief Education Officer Kulgam also spoke the same language and said he do not know anything about it.
