| Unlike IAS, KAS officers divided lot | | | Syed Junaid Hashmi
JAMMU, Nov 1: In sharp contrast to IAS officers working in unison, senior KAS officers seemingly prefer remaining at loggerheads with each other especially in the issues related to posting, promotion and post-retirement re-engagement. What to talk of complaining with state investigating agencies, some of the ambitious ones even reached Central Vigilance Commission (CVC) with criminal complaint against their colleagues. Sources in the Civil Secretariat said that a retired senior KAS officer reached Central Vigilance Commission (CVC) with a complaint against ex-GAD Secretary Mohammed Sayeed Khan, alleging that he had amassed huge wealth and disproportionate assets in Jammu, Srinagar and Haryana. The officer did not stop here and approached Raj Bhawan after Khan was chosen as member of the newly constituted State Vigilance Commission (SVC). According to reliable sources, the officer's complaint against Khan was that he had accumulated huge assets in Jammu, Srinagar, Baramulla and Gurgaon in Haryana. He had claimed that Khan owned properties in these four places worth crores. The officer had put the total assets of Khan over Rs. 10 crore, said the sources. As a consequence to these complaints, sources said that Governor N.N.Vohra refused to clear Khan's name. Vohra repeatedly asked the government to inquire into allegations and submit a detailed report. State government did inquire. Even a team of officials visited Khan's residence and conducted thorough inquiry, sources reiterated. They twice gave Khan a clean chit but this did not convince Governor N.N.Vohra. If the GAD sources are to be believed, his name was cleared for appointment but with a rider, asking the J&K government to inquire into Khan's assets and if anything wrong is found at any point of time, he should be told to resign immediately as member of the commission. This did not augur well with the government. Sources said that government advised Khan to quit from the race. He did it and bowed out, they added while maintaining that the said KAS officer's efforts bore fruit. Governor N.N.Vohra's extraordinary reliance on an anonymous letter written by a KAS officer who had certain personal issues with Khan led to him being denied job of member of SVC, sources affirmed. Not only this, two senior KAS officers worked overnight to displace one of his colleagues from the race of member PSC. His name was being proposed by a senior Congress leader. These two officers worked in unison to ensure that the said Congress leader does not follow the case of this officer any more. Sources affirmed that these officers managed to get their wish fulfilled and prevented the officer from getting a new job in PSC after retirement. (To be continued) |
