Jammu, Nov 4: Special Secretary to VC JU Jai Kumar has become the de facto head of the University as many in the campus believe that the Vice Chancellor Prof. Mohan Pal Singh Ishar has relinquished all his statutory powers to his Secretary, impelling a feeling of anguish within the university faculty and officers.
From transfers to crucial approvals, all decisions are taken by the Special Secretary, undermining the authority of the Vice Chancellor.
"There is a deep anguish amongst the university staff, officers and faculty for whom the Special Secretary has become an extra constitutional authority," said a senior faculty adding that the undue and unwarranted importance given to the special secretary is eroding the sanctity of the institution of the Vice Chancellor.
Sources divulge that even the JU Registrar who is the executive head of the university also has to seek approval of the Special Secretary. "Infact the Registrar has already earned disrepute during his tenure as Controller Examination and his appointment as Registrar was an ill conceived decision", said an officer in the JU administration pleading anonymity.
Sources reveal that Special Secretary to VC is enjoying the patronage of Principal Secretary Planning department of the government, B.R Sharma.

Science congress which is scheduled to be attended by VVIPs, distinguished guests etc, the Special Secretary has become incharge of the science congress and has hijacked the entire organization of the mega event.
The dissent amongst the university rank and file is brewing against the autocratic style of working of the special secretary and VC's relegation to the background relinquishing all powers to him. Senior officers and faculty are angry over the manner in which special secretary summons them to his office and passes on VC's instructions and observations to them.
