Natwar Singh questions Jawaharlal Nehru's approach towards J&K

JAMMU, Nov 24: K Natwar Singh, who served as External Affairs Minister in the Manmohan Singh-led UPA Government for sometime, has questioned the way former Prime Minister Jawaharlal Nehru approached the United Nations Security Council (UNSC) seeking resolution to the Kashmir issue and termed his decision as a "great mistake". Actually he delivered a lecture in Bangalore on the legacy of Nehru to mark his 124th birth anniversary - a function which was also attended by Karnataka Governor and former Union Minister HR Bhardwaj, Chief Minister Siddaramaiah and KPCC President G Parameshwara, all Congressmen and loyalists of Gandhi-Nehru family.
Natwar Singh said many statements. Two of them needed to be referred to here to make the point that it was none other than Jawaharlal Nehru who created Kashmir problem out of nothing and the nation has been paying through its nose ever since 1947 for the sins he committed. One, Natwar Singh said, "The last viceroy Lord Mountbatten had warned that the Kashmir issue can snowball into a full-fledged war against Pakistan and it was decided to seek Security Council's help under Chapter 6 which deals with disputes. This was a great mistake. We should have gone to the UNSC under Chapter 7 that deals with aggression". Natwar Singh -- who as external affairs minister had told the BBC anchor Karan Thapar just a week after the formation of the UPA Government on May 21, 2004 that "India was prepared to redraw the political map of India if that could resolve the Kashmir issue". Natwar Singh was absolutely right.
Jawaharlal Nehru did commit an unpardonable crime against India and the people of Jammu & Kashmir by deciding to seek the UNSC's help under Chapter 6 that deals with dispute. He should not have gone to the UNSC as our forces were quite competent to throw out the Pakistani invaders. In fact, he took the case under a wrong chapter to the UNSC when the Indian Army had the Pakistani invaders on the run. And if he finally decided to approach the UNSC, he should have lodged complaint under Chapter 7 of the UN Charter. Chapter 7 of the UN Charter allows the Security Council to "determine the existence of any threat to the peace, breach of the peace, or act of aggression" and to take military and non-military action to restore international peace and security.
Two, he said: "Back then, we were new to diplomacy. A ceasefire was declared. Since then, the issue has not been solved". Paradoxically, he also hit out at "some people claiming to have the ability to solve the Kashmir issue" by saying that it was one of those problems that cannot be solved. "No government in India or Pakistan can survive by making any compromise over Kashmir. It is a problem that cannot be solved and we have to live with it," he said.
While everyone would appreciate Natwar Singh for what he said about the blunder Nehru committed by taking the case to the UNSC, no one would buy his suggestion that Kashmir problem cannot be resolved. Kashmir problem can be resolved in no time provided those at the helm of affairs have the necessary will to do so. The Indian army has defeated Pakistan a number of times and the Nehru-Gandhi family has ditched India each time by converting the spectacular victories of the nation into diplomatic defeats. He should know that the problem in Kashmir is essentially communal that needed to be dealt accordingly.
