Sumit Sharma

Jammu, Nov 24: Responding to the plea filed by Human Rights activist, State Human Rights Commission (SHRC) shot notices to the Chief Secretary and Director General Police of Jammu and Kashmir to consider the installation of CCTV cameras in all Police Stations of state and act upon it in letter and spirit.
The notices were issued by Double Bench of SHRC when one Deepak Sharma filed a petition seeking direction to the State Government to install Close-Circuit Television (CCTV) cameras in all police stations of the state.
In his petition, activist had averred that the police, who are entrusted with the task of maintaining law and order, usually take recourse of third degree methods during interrogation which sometimes even results in deaths. Further, the CCTVs shall help to keep a check on those erring police officers who refuse to register the complaints even in the most heinous offences like rapes, adding, because of the instances of harassment, torture and illegal detentions in police stations, there is unjust fear in the mind of common man who sometimes even avoid going to police stations to report any crime meted out to them and the faith can be re imposed by adopting such people friendly measures.
While issuing the notices, the reference of Gujarat has also been made where CCTV cameras have been installed in Police Stations. It is pertinent to mention that Gujarat government installed CCTV cameras in police stations on the direction of Gujarat High Court. The PIL in this connection was filed by NGO Jagega Gujarat.
Meanwhile, A Public Interest litigation (PIL) petition has been filed in the Madras High Court seeking a direction to the State Government to install Closed Circuit Television (CCTV) cameras inside all police stations in the State and handover the monitoring control to the Collectors concerned.
Pertinently, there are 193 police stations in the state and the mechanism proposed by the activist can help to curb the human rights violations in Police Stations and moreover it would add to security of the Police Stations as well.
