| Posts meant for engineering graduates manned by ineligible officials in Technical Education Deptt | | Direct quota posts held by department officials | | Jehangir Rashid
SRINAGAR, Nov 24: Virtually flouting rules and regulations of cadre management at least eight officials of Technical Education department are working against direct quota posts of Superintendents in the department. This has blocked entry of engineering graduates who could have been easily appointed against these posts. Sources told Early Times that out of 10 posts six posts were referred to the Jammu & Kashmir Public Service Commission (JKPSC) in 2012. The selection of the candidates has already been made vide Notification No 29-PSC (DR-S) of 2013 dated 23-08-2013 but the posting has been deliberately delayed by the Technical Education department. "The posting of selected candidates has been delayed only to favour the blue eyed officials who are working as Superintendents against direct quota in different ITIs vide Government Order No 39-Edu (Tech) of 2012 dated 15-02-2012. For three months after their selection by JKPSC, the selected candidates were kept waiting by the department. On the last day of Durbar in Srinagar the department vide order No 189-Edu (Tech) of 2013 dated 25-10-2013 simply placed them in the Directorate of Technical education without proper posting," said the sources. According to the SRO 328 dated 29-08-2002 the mode of recruitment for the post of Superintendent is 50% by direct and 50 percent by promotion from the category of Supervisors having Degree, Diploma or ITI+ATI in Engineering Trade. The sources said that since many institutes are headless the selected candidates could have been easily given their charge while ensuring that deserving are given their due recognition. The sources said that out of the eight officials working as Superintendents against direct quota four candidates Bashir Ahmad Beg (Group Instructor) Javed Hussain Wani (Supervisor) Abdul Rashid Bajad, (Group Instructor) and Technical Assistant Muzaffar Ahmad Shah were neither eligible for the post of Superintendent nor do they possess requisite qualification for the said post. "As per SRO 145 of 2002 governing service rules of Technical Education, the promotion category of Technical Assistant is Supervisor and after five years' service as Supervisor and as per seniority is eligible for promotion to the post of Superintendent. In a glaring violation Muzaffar Ahmad, Technical Assistant has been promoted directly as Head of ITI, Seer Hamadan in Anantnag," said the sources. Sources said that Bashir Ahmad and Javed Hussain who were promoted as Superintendents don't possess requisite qualification of CTI. They have been posted in ITI Ganderbal, Central Kashmir and ITI Tral in South Kashmir respectively. Besides this, Abdul Rashid who has been posted in ITI Kupwara, North Kashmir is also not eligible for promotion because there are no promotional avenues to group instructor as per governing rules, sources said. "Posts of hundreds of vocational instructors, six Superintendents, four inspector trainings, two Superintendent Technical, eight Junior Engineers, five Supervisors and 28 Drawing Instructors are vacant in the department. The department has not referred these posts to the concerned agencies as plans are underway to elevate blue eyed departmental officials to the vacant positions. As the requisite qualification for the vacant posts is Graduate\diploma in engineering, many of the unemployed youth could have been appointed," said the sources. |
