| Congress a boon but for Kashmir | | Plight of Jammu | | Rustam JAMMU, Nov 30: The Congress leadership wants the people to strengthen the Congress party in Jammu & Kashmir. It says that the Congress is the only party that can ensure better future of the state. "Strengthen the Congress party for a better future of Jammu & Kashmir State as Congress party is the only secular force acceptable in all three regions and has emerged strong because of people's support to its policies and programmes and it will lead the State to peace, progress and prosperity" is the upshot of the Congress's whole argument. "The Congress has emerged strong unifying and secular force in all three regions of the State and it alone can better serve the interest of all sections…Secularism is the strength of our nation which needs to be further strengthened by strengthening Congress…The Congress is aware of the difficulties of the people and the areas which lack adequate opportunities in various fronts, especially economic, development and employment opportunities and it is committed to solving the problems facing the people", the local Congress leadership has also been saying. The claims of the Congress leadership are untenable as far as its attitude towards Jammu province and Ladakh region is concerned. If at all the Congress is boon, it is a boon for Kashmir, as it has all along gone out of the way to pamper Kashmir and pander to communalists and secessionists there. One may put in any amount of effort to find if the Congress has ever taken any step to mitigate the hardships being faced by the people of Jammu province, Hindus, Muslims and Sikhs included, one would come out of the exercise minus everything. On the contrary, one can catalogue here innumerable instances to show that the Congress has always sacrificed Jammu and Ladakh to cater to the sentiments of a particular segment of Kashmiri society. The Congress adopted Article 370 to meet the separatist urges of Sheikh Abdullah, a votary of limited accession and a well-known Dogra-baiter. The Congress transferred political power from Jammu to Kashmir in October 1947 to enable the Valley leadership to avenge the 101-year-long Dogra rule in Kashmir. The Congress entered into a dialogue with Sheikh Abdullah in 1952 to further drive the state away from New Delhi and perpetuate the Kashmiri domination over Jammu and Ladakh. The Congress concluded a truce with Sheikh Abdullah in 1974 and empowered him to review certain Central laws which he considered fatal for the special status of the State. The Congress forged an alliance with Farooq Abdullah in 1986 so that it could share power with it. The Congress had promised a regional development board for Jammu in 2002, but refused to establish one after coming to power. The Congress had promised regional council for Jammu in 2008, but refused to establish one when again it became part of the government. The Congress implemented the Wazir Commission report on administrative units in a wrong way. The report had recommended three additional districts in Jammu and one in Kashmir, but the Ghulam Nabi Azad-led government set up eight districts, four each in Jammu province and Kashmir region, thus leaving the people of Jammu province high and dry. There was no demand for more districts in Kashmir, but to harm Jammu the Congress created more districts in Kashmir, which is almost two time small that of Jammu province. The Congress had promised a delimitation commission in 2002 and 2008, but went back on its solemn promises to keep Kashmir in good humour, notwithstanding the fact that the Congress has been enjoying political power since November 2002 only because of Jammu province. In fact, the Congress supported the anti-democratic and anti-Jammu constitutional amendment that banned delimitation in the state for almost four decades. But these constitute only a few instances which indicate the extent to which the Congress has harmed Jammu and Ladakh. The Congress leadership in the state would do well to look back and recognize that it has destroyed the people of Jammu province in every respect. |
