Two LA employees retain Jammu quarters despite choosing stay in Srinagar
As accomodation woes mount, 'irregularities' in allotments continue

Jammu, Jan 1: As the state Estates Department faces pressure from all quarters to 'accomodate' the specially 'recommended' cases in the government accomodation every year when Durbar moves to winter capital, irregularities in allotments mount in all categories, the quarters of middle rung officials being most under the centre of controversies.When Durbar opened here on November 5, it was the Speaker of Legislative Assembly Mubarak Gul who called for allotment of residential quarters to bonafide cases, infact directed the authorities concerned to esnure proper residential accomodation to all Darbar move employees. Ironically some irrationality, if not irregularity has been pointed out in the Secretariat of which he the Custodian.
Sources said that while a cry continues to be there at the level of Move employees for want of government accomodation, there are cases galore where the accomodation has been allotted in unauthorised manner, depriving others who are most eligible or deserving lot waiting in line. Sources referred to two woemn employees working with the Assembly Secretariat who have opted to stay back in Srinagar for their personal reasons , a request which has been granted by the authorities at the helm. However, the problem as pointed by the other employees is that both the employees while staying back in Srinagar continue to retain the residnetial quarters here in Jammu as well. Sources said these quarters have been allotted them on account of the entitlement for being a part of Biannual Durbar Move.
Now since they have themselves chosen not to be a part of the Move, this entitlement , as per the rules and regulations should have been automatically cancelled so that this could be provided to others in waiting, sources said adding that Estates Department is not able to allot the accomodation due to inadequate number of such dwelling units , be it for employees or even independent bunglows for officers. While the authorities in the Assembly Secretariat are silent on this issue, Estates Department is also unable to look into abberations despite facing crunch of residential units due to grwoing demand particularly during winter months in Jammu.
Sources said these two cases are not in isolation instead there are scores of such cases where quarters have been unauthorisedly occupied or retained by the employees who are not entitled on many accounts. In some cases where the quarters are not being occupied by those who have been allotted for one or the other reason, have been sub let to their friends or acquaitances, of course unauthorisedly. And in all such cases Estates Department fails to take action due to political interference and influence from influential quarters in power circles.
