| Dismal performance of districts in plan expenditure | | Out of Rs 1971 Cr, only 623 Cr utilized in 8 months | | Akshay Azad Jammu, Jan 11: Majority of districts across the state have shown dismal performance in utilization of district plan funds in first eight months of financial year 2013-14. The districts have been able to utilize simply 30 percent of released amount out of district plan. Sources informed Early Times that for the financial year 2013-14, a total of Rs. 1971.98 Crore were given to 22 districts out of which only 31.60 percent have been utilized, which means only Rs. 623.15 Crore have been utilized in first 8 months. Starting from bottom, Kargil district is at first position and has utilized only 14.16 percent of plan funds, which means Rs. 84.38 Crore were given to district but had utilized only Rs. 11.95 Crore, followed by district Leh which had utilized only 18.59 % of funds. An amount of Rs. 89.43 Crore were given to Leh in first 8 months but have utilized Rs 16.62 Crore. Kishtwar district was able to utilize 17.28 Crore, only 23.98 percent of released amount Rs. 72.06 Crore, followed by district Shopian which had utilized 27.79 percent of released amount. An amount of Rs. 65.29 Crore were released for district Shopian under district plan but had been utilized only Rs. 7.41 Crore. Samba district had utilized Rs. 19.49 Crore, which was 28.33 percent of total released amount to the tune of Rs. 68.79 Crore. Srinagar district followed the list and had utilized 28.37 percent or released amount. Rs. 66.68 Crore were released in favour of Srinagar district but same had utilized only Rs. 18.92 Crore. Similarly, Pulwama district was given Rs. 79.37 Crore but same had utilized only Rs. 23.55 Crore which was only 29.67 percent of released amount, followed by district Anantnag which had utilized only Rs. 33.80 Crore, which was only 30.43 percent of total released amount Rs. 111.06 Crore for 8 months. Bandipora district was given Rs. 71.88 Crore but same had utilized 30.46 percent, which was Rs. 21.89 Crore, besides Kupwara district had used only Rs. 33.58 Crore (30.49 %) out of total amount Rs. 110.14 Crore. Reasi district had utilized Rs. 25.40 Crore (32.76 %) out of total released amount of Rs. 77.53 Crore. Poonch district had able to utilize 31.83 percent of released amount, which stood at Rs. 32.44 Crore out of total 101.91 Crore, followed by district Kulgam which had utilized Rs. 27.17 Crore (32.76 %) out of total amount Rs. 82.93 Crore. District Kathua had utilized 32.84 percent of total released amount 107.70 Crore, which was Rs. 34.28 Crore, followed by district Baramulla which had utilized 34.58 percent funds, which was Rs. 39.74 Crore out of total Rs. 114.96 Crore. Udhampur district had utilized Rs. 34.28 Crore (34.62 %) out of total released amount of Rs. 99.03 Crore, followed by district Doda, which had utilized Rs. 30.40 Crore (34.91 %) out of total Rs. 87.10 Crore released amount for 8 months. District Ramban had utilized Rs. 26.21 Crore (37 %) out of total Rs. 70.81 Crore, followed by district Jammu which had utilized Rs. 41.39 Crore (37. 81 %) out of total amount Rs. 109.47 Crore, released for the first 8 months of financial year. Budgam district was given Rs. 112.74 Crore and had utilized Rs. 42.71 Crore (37.89 %), followed by district Ganderbal, which had utilized 50 percent of amount. Rs. 71.80 Crore were given to Ganderbal district under district plan 2013-14 and had utilized Rs. 35.90 Crore. |
