| National Conference patronized former tehsildar Srinagar North found guilty by Committee of Inquiry | | Property deals worth Rs 19 crores carried out without payment of stamp duty: COI | | Jehangir Rashid SRINAGAR, Jan 11: It seems noose has been tightened around the neck of former in-charge Tehsildar Srinagar North, Mohammad Bashir Rather as the Committee of Inquiry (COI) set up by the Government has found the former Tehsildar of guilty of evasion of stamp duty of the property worth Rs 19 crores. The COI through its member secretary, Additional Deputy Commissioner Srinagar has issued a show cause notice to the former Tehsildar who is at present attached with Divisional Commissioner, Kashmir. He has been asked by the COI to explain his position within 21 days failing which the report compiled by COI would be submitted to Divisional Commissioner, Kashmir, Shailender Kumar. "The show cause notice was issued to ex In-charge Tehsildar North Srinagar on the basis of involvement of transfer of land, attesting mutations in the garb of Hiba Zabani, covering illegal transfer of such landed properties thereby evading legitimate stamp duty levy-able under normal circumstances worth more than Rs. 19 crore," said an official spokesman here this evening. The official spokesman said that the attached in-charge Tehsildar is given 21 days to explain his position from the date of the issue of the notice and in case of default, report shall be submitted to the Divisional Commissioner, Kashmir on merits for further action under Civil Service Rules and other relevant rules governing the subject. Following allegations that former in-charge Tehsildar has resorted to huge fraud while carrying out mutations of land and other properties in order to avoid the payment of stamp duty the revenue official was suspended and attached with Divisional Commissioner, Kashmir. In the meanwhile a committee headed by Commissioner, Survey and Land Records Jammu and Kashmir was constituted to conduct a detailed inquiry in the matter. "The Chairman of the Committee through its members, Additional Deputy Commissioner Revenue, Srinagar and Deputy Commissioner Stamps for Commercial Taxes, Srinagar after proper securitization of the documents in the details of the landed properties covered under mutation on the basis of Hiba Zabani established that this illegal mode of transfer of landed properties in Tehsil of North Srinagar during the stay of suspended Tehsildar is disproportionate to the quantum of land transfer by this method of transfer in whole of the state, giving coverage to the modes of transition purely classified as sales for evasion of stamp duty for such an huge amount," said the official spokesman. Sources told Early Times that former Tehsildar Srinagar North has been going on with these activities for a long time now and despite the knowledge of this the State Government did not act against him swiftly. The said revenue official is considered to be very close to the corridors of power especially those belonging to National Conference. "The former Tehsildar Srinagar North enjoys close rapport with National Conference leaders like Sheikh Nazir Ahmad and Ali Mohammad Sagar. It was due to this reason that belated action was taken against the tainted revenue official. Estimates point that he has helped the parties like anything and property worth hundreds of crores has been sold or purchased without the payment of stamp duty," said sources. |
