FD makes mockery of its own transfer policy
68 officers of Accounts and Treasuries transferred in last three years prematurely

Jammu, Feb 23: The state government's transfer policy has seemingly become subservient to dictates of political masters as 68 officials in Accounts and Treasuries department were transferred prematurely in the last three years, in blatant violation of policy.
The documents in possession of Early Times revealed that 25 officers were transferred in year 2011, 13 in 2012 and 30 officers have been transferred in last year 2013.
The officers who were transferred prematurely includes Tahseena Mufti, who was transferred twice in 8 months, from Director Finance, Planing and Development department to Director Finance Rural Development department and to Director Finance Animal and Sheep Husbandry.
Accounts Officer Abdul Rashid was transferred to DRDA Leh in October 2012, but after only two months he was transferred to Directorate of Indian System and Medicines J&K in January, 1, 2013, while AO Siveny Kumari was transferred to RAMSA in October 2012 but after only two months, she was transferred to State Water Resources Regulatory Authority.
Gulam Mohammad Khan was transferred to Animal and Sheep Husbandry department on May, 15, 2013 but after only four months he was transferred to Rural development Department as Director Finance on September, 28, 2013.
Farooq Ahmad Kundji was transferred to Planning and Development Department as FACAO on July, 8, 2013 but after only three months that was on October, 25, 2013, he was transferred to Directorate of School Education Kashmir as CAO, while AO Madan Gopal was transferred in July, 2013 to Directorate of Fisheries but after five months, in the month of December he was transferred to Directorate of Audit and Inspections.
Moreover, Accounts Officer Tahleela Asmat and AO Mohammad Shafeeq were transferred from DRDA Baramulla and District Fund Office Rajouri to Directorate of Information J&K and Tourism Development Authority Rajouri respectively, within a span of two months, while AO Gursharan Singh was transferred from DIG office Jammu to Treasury officer, Treasury Akhnoor within three months.
The documents further revealed that FA&CAO Zahoor Ahmed Wani was transferred within 9 months, Mohammad Ayoub Nasir (1 year), Satnam Singh (15 months), Ghulam Nabi Bhat (1 year), Neeraj Gupta (11 monhts), Shahid Majid Kakroo (1 year), Jigmet Namgyal (9 months), Vivek Atri (1 year), Sunil Kumar (17 months), Monika Bhandari (7 months), Shadab Makhdoomi (11 months), Shafat Ahmad (1 year), Syed Mubashira Hussian (9 months), Reshmi Sharma (19 months), Vivek Sharma (1 year), Shivani Bhan (8 months) and Showket Ali Rather was transferred from one department to other within a span of five months.
"The employees having political links secure postings of their choice and get transfers in the department of their choice in total violation of transfer policy", an official said
