| Would 'discrimination in PHCs, administrative units' become game changer in 2014? | | | early times report Jammu, Feb 23: When a minister of the State government and a sitting legislator has to protest before Ghulam Nabi Azad, Union Health Minister that primary health centres have not been established as per the ground realities shows the pitiable state of affairs in J&K. What has been agitated against in the health sector by a sitting legislator and minister is being agitated in the controversial issue of allocation of new administrative units by the State government. Day in and day out there are protests both in the Valley and in Jammu region against the arbitrary method used in proposing new administrative units. The State government said it has proposed 659 new administrative units after the cabinet sub-committee recommendations on the new administrative units were accepted by the cabinet amid much noise and rhetoric. The CM even threatened to resign if the cabinet sub-committee delayed its submission of report on the administrative units. What is being stated as setting up of 659 new administrative units comprising sub-divisions, tehsils, Nayabats and block development office is infact setting up of more than 2100 new units because every Patwar Halqa has been made co-terminus with a Panchayat in the state as per the decision taken on new administrative units by the State government. Whether it is the setting up of a primary health centre, a new administrative unit or construction of a Panchayat Ghar across the State, opposition parties cutting across party lines have been accusing the government of gross discrimination and neglect of areas represented by them in the assembly. PDP has even gone to the extent of saying that while proposing new administrative units in the State, the ruling coalition has chosen to "punish areas represented by PDP MLAs". On the other fronts like the ownership of NHPC power projects, revocation of AFSPA etc. the State government has already thrown up its hands. Whether or not the alleged discrimination against areas has been politically motivated would be proved once the people enter the polling booths to elect their representatives for the ensuing Lok Sabha and assembly elections this year.
Whether or not the politicians believe it, the common man has a lethal way of punishing those who exploit or misuse the trust reposed in them at the time of elections. Time is fast ticking for the politicians in J&K. Winners and losers would determine who has been hurting and who has been championing the cause of the people during the last five years. |
