| J&K's war against corruption: A sordid saga of nepotism and political patronage | | Blue eyed awarded with promotions, plum postings | | Abodh Sharma Jammu, Feb 23: The most striking attribute of the voluminous information provided by the government in response to separate questions of PDP MLA Zulfikar Ali, CPI (M) M Y Tarigami and Independent MLA Er Rashid in the State Legislative Assembly regarding cases of corruption pending against politicians, bureaucrats and other government officer/officials has been the fact that while government ordered forcible retirement of 13 officials, it continued to patronize umpteen others despite their dubious records, unfolding a grubby tale of political sponsorship. While no vigilance clearance is required for the politicians to assume ministerial berths, it is interesting to note that despite vigilance clearance being mandatory for the bureaucrats and technocrats for promotions, many an officers who enjoy political patronage have not only been granted promotions, but also given plum postings despite serious cases pending against them. Mubarak Singh, who while his posting as JMC commissioner was booked by Vigilance organization Jammu, for illegally granting permission for construction of a commercial building at Maharaja Gulab Singh Road in 2012 was posted as Deputy Commissioner of an important district allegedly at the behest of a NC leader who was then a Cabinet Minister. Vinod Koul, who was booked also by VOJ in 2012 for misuse of official position allegedly for misappropriations in construction and allocation of flats for KP migrants at Jagti, was promoted as Commissioner-Secretary in department of Relief and Revenue despite a strong public sentiment against him besides the case. Dilip Thussu, who was booked in a case along with others while his capacity as General Manager JKPCC for favouring a private construction company identified as M/S AK Constructions for construction of a bridge in Doda in 2011, was promoted as MD in JKPCC and was later posted as MD J&K Housing Board. Ejaz Iqbal, then MD State Finance Corporation who was booked by VOJ in a case of abuse of official position in manipulating records pertaining to auction of properties at Kangral, was promoted and elevated as Commissioner Secretary PHE despite the case. Natha Ram, who was booked in a case of purchase of fire extinguishers at exorbitant prices while he was CEO Jammu was promoted as Joint Director despite the case pending against him, allegedly because of the blessings of a senior Congress Minister. Prem Nath, then Ex Engineer who was booked by VOJ in 2010 along with others, in a case of using sub standard material in the construction of an over head tank at Paloura which subsequently collapsed, is slated to be the Chief Engineer, though the case was stayed by the High Court. While government came under sharp attack after the BOPEE paper leak scam came to the fore, for patronizing main accused Mushtaq Ahmad Peer. There are many in the list who have either been elevated or allowed to continue at positions where they committed the offences for which they were booked, thus exposing hypocrisy of the government over sensitive issue of corruption.
