| Omar's claims on checking corruption rhetorical | | Corrupt practices galore, corrupt go scot free | | early times report Jammu, Feb 23: For sixth consecutive year Chief Minister Omar Abdullah while replying to discussion on grants of the departments he looks after in the state Assembly admitted that corruption is prevalent in this state at all levels and echelons. He , however, parroted that his government has done a lot in direction of checking corruption and taken steps to eradicate it. His rhetorical reference certainly was to anti graft agencies like State Vigilance Commission, State Accountability Commission, SIC etc, besides not forgetting to mention what this government claims to be historic step in the state- having PSGA which he in fact likened to citizen's charter of Anna Hazare movement. For the sake of making statements and flying high the baloon of claims this 'stock' is enough to even draw applaud, albeit from only those who are ignorant about ground realities of corruption in J&K state. The departments, agencies and the Acts are in place, yet make no difference to status of corruption- neither to acts nor to those who indulge in such acts. Corrupt practices are galore, going on unabatedly and corrupt go scot free, many of them still enjoying plum postings.There is no denying the fact that Omar led coalition government moved few steps ahead than predecessors in taking measures which were sought to curb corruption. But this proved only cosmetic and superficial rather than posing any deterence to check this menace. Both Chief Minister as also his council of ministers and the entire government machinary knows it well that these steps have made no difference to the scenario of checking corruption.
It has instead increased manifold with many in power corridors openly and brazenly found involved in acts of ommission and commission. The powerful and influential continue to remain insulated to any actions of the concerned agencies, even after cases stand registered against them and complaints piling up with various departments. Omar himself knows it very well that the agencies he talked about in the Assembly on Saturday are only ornamental offices and the officials employed with them act in a customary manner, more often to hoodwink the general masses. There are a number of high ranking officials and officers against whom cases have been registered with SVC, SAC a number of times, in some cases cognizance having been taken on producing proof of their corrupt practices. Yet a firm and lawful action against eludes as the proceedings of the enquiries so initiated get buried somewhere in the course of time and progress of cases until it fazes out from the public memory and media surveillance . Ironically, what looks ridiculous on part of CM is when he talks of corruption having been checked on one hand and on the other hand many officers against whom enquiries have ordered and cases filed with various agencies on charges of corruption continue to have upper hand in matters of administration and governance. Same is the case with some of his ministers. So who Omar is making fool of while talking tall on this front...?
