'Roster tampered to deprive SC/ST employees to avail promotional benefits'

Jammu, Mar 29: The Jammu University SC/ST Employees Association held its meeting on campus and highlighted grievances of SC/ST employees working in various offices of the University and said that the reservation roster has, several times, been tampered by the Establishment Branch with an object to deprive the SC/ST employees to avail promotional benefits granted to them under the Constitution.
Association members stated that the University Grants Commission vide D.O. Letter No. 2-1/88 (SCT) dated 26.3.1988 suggested for appointment of Standing Committee by the Vice-Chancellors of the respective Universities under their chairmanship for ensuring effective implementation of the policies and programs of the Govt. of India, the UGC and the State Govt. in respect of SCs & STs and to suggest measures to achieve the objectives and targets laid down by the Govt. of India, UGC and the State Govt. and accordingly, the then Vice-Chancellor, Prof. M.L. Lakhanpal too constituted a Standing Committee under his chairmanship which met on 10.8.1990 only once and outcome of the meeting was not made known to any SC/ST employee of the University. Again at the request of the Association, the Vice-Chancellor on 28.10.1992 constituted a new Standing Committee under his chairmanship along with other eleven members but this Committee held no sitting since its inception.
They further stated that the University Grants Commission vide its Communication No. 1-4/2007(SCT) dated 18.8.2009 instructed the University of Jammu to effect necessary amendments to its Act/Statutes for the Statutory support for reservation in admission, appointments to teaching and non-teaching posts and representation of SC/ST in its bodies like Syndicate, Executive Council, Academic Council, Selection Committees, etc. but even after five years, no step has yet been taken by the University to comply with the instruction of the UGC.
They also said that inhuman discrimination and harassment is horrible when someone (SC/ST) progresses to the senior position at an early age through his hard work, as in case of their President R.L.Kaith. In his case, the torture goes on unstopped despite the case going up to Courts, National Commission for Scheduled Castes and also to other government authorities.
The Association appealed the Vice-Chancellor to address all the demands their merits.
Besides, the Association members passed a resolution to withdraw their primary membership and union fund from the Jammu University Non-Teaching Employees Union.
Prominent among others who attended the meeting included messers R.L. Kaith, Surjeet Singh Heer, Surinder Kumar Shavotra, Om Parkash, Bodh Raj Angral, Sukhdev Bhagat, Kunj Lal Bhagat, Rajesh Kumar, Manoj Kumar and Mohd Sadiq.
