| Central University Jammu; Rehabilitation center of retired, influential, well-connected ones | | | Syed Junaid Hashmi JAMMU, Mar 29: Despite a shrewd and seemingly upright man at the top, Central University (CU) Jammu has been turned into rehabilitation center of retired but influential officials and professors of Jammu University. And if a recently retired employee of Jammu University is to be believed, those manning top positions in the Central University are obliging their close friends and ex-colleagues. The man whose name has been making headlines since the last more than four years for all the wrong reasons, Dr. P.S. Pathania is being rewarded with one after the other prestigious postings. Ask for the reasons and you are told that the more media makes Pathania famous, more is the responsibility bestowed on him. An official in the CU even said "It hardly makes any difference how many inquiries are going against you or whether you have been indicated by some probe committee or not, what matters is here is how well-connected and deep-rooted you are." Such is the need of Pathania in CU that after having served as OSD in the Central University, he has now been bestowed with the responsibility of senior consultant. This new assignment to Pathania comes at a time when the State Government has been claiming of not allowing extensions and re-engagements. If the manner in which CU administration has been working is any indication, Pathania is unlikely to retire till the age limit forces the Government to announce his superannuation. Sources said that apart from working as senior consultant, Pathania has also been asked to look after the office of Controller Examination (CE). Though this is merely an allegation but Pathania is also accused of having taken his favourites and close-ones to CU. Ironically, reliable sources informed Early Times that the arbitrariness of the decisions which are being taken by CU reflect from the fact that Prof. Shyam Singh, who has been appointed as academic coordinator retired from Jammu university in the year 2003. He has crossed 70 years of age and since J&K is habitual of not heeding to any act apart from Public Safety Act (PSA) and not raising a hue and cry over any other act apart from Armed Forces Special Powers Act (AFSPA), the Central University act has seemingly been long forgotten by those manning the affairs of this institution which Jammu had got after intense struggle and political fight. Singh retired years ago but was brought out of oblivion and is now getting a handsome salary. More interesting is the fact that there is now law department in CU but a professor who retired years ago has been engaged as Academic Coordinator. Prof. N.R. Sharma of education department of JU who too is around 65 years of age has been engaged and bestowed with an important assignment. If the officials are to be believed, the date of Birth of Sharma is July 14, 1949. Sources said that even then he has not only been engaged but assigned a job which the act does not permit. Despite Dr. S.S. Billowria heading this institution, several key positions continue to be vacant despite university having three different addresses and paying huge amount as rent. "Favourites are chosen from Jammu University and then, selected through an arbitrary selection process. First you are appointed on contractual basis, then a post is created, the official is asked to appear and it is ensured that he gets selected over all other competitors," said an official. He added that after having wreaked havoc with JU, these officials have now turned CU into rehabilitation center of 'chosen ones'. "An in-depth inquiry by a sitting High Court judge or an audit conducted by CAG would unveil the mess in CU. But it is highly unlikely that a probe would be ordered since those involved have connections with those who matter in the State Government," added the official. |
