| Sectt closes on unprecedented drab note | | Increased Transportation costs put burden on expenditure | | Early Times Report Jammu, Apr 24: Having seen no work nor any government related functioning for nearly two months, Civil Secretariat -the seat of governance closed here in the winter capital for shifting of Durbar to Summer capital for next six months. On an unprecedented dull and deserted note, the official chambers of ministers as also the CM's office which otherwise would witness hustle and bustle on the last couple of days before closure, saw packing of files and office material that was to be loaded by the evening. Not a single minister nor any work worth the name was done in the corriodrs of power during the last two months, thanks to ongoing Parliamentary polls which kept entire political executive busy throughout this period. It was business as usual on the closing day with ritualistic presence of employees and senior officials. What made the scene look dull and different that previous years was absolute absence of the people and visitors from the Civil Secretariat. The shifting of Durbar has cost the government dearer this time on account of increased transport fares, the brunt of which is experienced more on trucks carrying official records to Srinagar. Sources said while the cost per truck which was loaded in Srinagar just six months back for shifting the office records of Durbar has gone up by over Rs 4000 due to increase in transport tariff which was effected during this phase. However, the government has no choice than to bear it, no matter it means additional expenditure on the exchequer. SOurces said when Durbar Move took place from Srinagar in October last , government spent at the rate of Rs 25000 per truckload for a total of 300 trucks. However, this time when the Durbar is shifting to Srinagar, government shall have to pay at the rate of Rs 29,933 per truck, for similar number that is 300 trucks for the same weight of material to be carried to summer capital. Sources said while finance department will work out total increase in expenditure on account of increased fares, there is no big change as regards expenditure on other fronts. Sources further said that the status of all files and other works which came to halt in March and remained stagnant have been closed in all the departments for reopening them after opening of Durbar in Srinagar on May 5. "No payment has been released or sanctioned by any department even as the financial year came to close and the new financial year has commenced", said a senior officer in the Planning Department adding that bills strand piled up even for ongoing projects on which there is no binding of MCC for the concerned ministries and departments to pay attention. The bar is only for nod to new projects as per MCC guidelines, said the sources adding that this has been kept pending due to continuous absence of ministers from the Secretariat for an unprecedented long spell. When the offices open up in Srinagar, the government will be faced rather flooded with huge burden of pending tasks, which will be challenging for almost all departments to complete , sources added. |
