| Incomplete documents burden PSC, blocks promotion of employees | | | Avinash Azad JAMMU, Apr 29: Owing to incomplete documents produced by department concerned, a numbers of Promotion cases of various departments are pending before Jammu and Kashmir Public Service Commission (JKPSC). According to sources a large number of DPC cases in of 14 departments were lying pending. "Regularization of Promotion of in-charge ETOs and CTOs are pending before the commission since January 11, 2012 in Finance Department. While the commission received another proposal for clearance of DPC/PSC in favour of Senior Scale Account Officer for regularization in the pay scale of Rs 15600-39100 on December 12, 2012, which is also pending", sources said, adding that in Technical Education Department five cases of DPC were pending. "Confirmation of GM Dar, as Deputy Director in Youth Service and Sports Department, Promotion of District Youth Service and Sports Officer, Regularization of in-charge AE (Mech) as Assistant Engineer (Mechanical), Regularization of Assistant Executive Engineer (Mech) and I/C Executive Engineer as Assistant Engineer and Executive Engineer respectively, Regularization of I/C Assistant Executive Engineer (Civil) as Assistant Executive Engineer (Civil) are pending for want of the deficient documents from the Administrative Department", they added. "The higher Education Department is also suffering due to incomplete documentation for DPC, as the requisite documents were not furnished by higher Education Department for filling up of the posts of Principals of Government Degree Colleges. Promotion of Official of Social Welfare department is also being delayed, as the DPC meeting was fixed a number of times but the department neither furnished the deficient documents nor the Ex-Administrative Secretary attended the DPC meeting", sources blamed. Similarly, the promotion cases from Revenue and Homes were lying pending for a long time. "The case of regularization of two Inspectors as DySP and promotion of Chief Prosecuting Officers as Deputy Director, Prosecuting are pending with Home department, while Regularization/Promotion of In-charge Tehsildars as Tehsildars is pending as the concerned department has not furnished the minutes of DPC in view of stay orders of the High Court of J&K", sources claims, adding that the DPC cases belong to Hospitality and Protocol Department, Industries and Commerce Department, Labour and Employment Department, Power and Development, Agriculture Department, Forest Department and Animal Sheep Husbandry Department have been pending for years together. |
