| Multi-tier steps being taken to upgrade security grid in J&K | | | Early Times Report
JAMMU, May 25: The Army authorities have framed a multi-pronged strategy to tackle threats from militants. Apart from improving coordination among the Army, the CRPF, the police, intelligence agencies and the civil administration the Army has decided to further strengthen the counter infiltration bid on the border. Official sources said that on top of the programme the Army is in favour of adopting people-friendly policies which include upgrading its Sadbhavna plan. Under the plan the Army has earned the goodwill of people, living in the border villages, who are away from the health care services being provided by the state Government. Under the plan the Army has been spending sever al crores of rupees on organizing medical camps, where patients are provided free medicines and health checkup. Another large sum of money is being spent by the Army on adopting villages where various development schemes are implemented. Yet another programme under the plan is to renovate and rebuild school buildings and provide students with books and stationery items. More important has been the Army's contribution to improvement in power availability by constructing mini power plants in the remote border areas. Sources said that as a result of coordination among various security and intelligence agencies number of top leaders of militant outfits have been eliminated. According to these sources, as many as 18 militant commanders have been eliminated during the last nine months. While reviewing the security scenario in Jammu and Kashmir the Army authorities have come to the conclusion that complete success in checking infiltration from across the border was key to peace in the state. Accordingly, the a multi-tier plan has been enforced under which both conventional and nonconventional ingress routes have been plugged with the deployment of additional companies of troops and by repairing the border fence which had been damaged by heavy snow. Another part of the plan is to carry out operations against militants and on their hideouts only after receipt of specific inputs. During launching such operations security forces have been given instructions to ensure there was human rights violation and no casualty. |
