| NABARD's projects not executed timely, other targets not achieved | | | Bivek Mathur
Jammu, May 24: Studying the proposed physical targets and achievements made thereupon by Public Works Department (Road &Building) Department for the year 2011-12 for the Udhampur district has shown untimely execution of projects under NABARD, poor execution of blacktopping-Metalling projects and a dismal picture for widening/improving of different roads.
The figures available with Early Times reads that under District plan, the graph of achievements is comparatively better than the projects taken under central sponsored schemes like National Bank for Agriculture and Rural Development (NABARD). For the year 2011-12, under NABARD RIDF-XII &XIII head, blacktopping (BT) of 20.50 Kms of road length was proposed but achievements ending 03/2012 was just 13.60 Kms. Similarly 31.50 Kms of road metalling was proposed for the year out of which only 18 Kms length witnessed metalling. Shingling on 8 Kms length was proposed under same head out of which shingling on only half of the length i.e. 4 Kms was witnessed.
Under NABARD RIDF-XV-Roads, 16 Km length was proposed to be blacktopped but the achieved figure is only 7.60 Kms. 19.18 Kms of road length was proposed for metalling of which only 8 Kms roads witnessed metalling ending 03/2013. Similarly under NABARD RIDF-XVI-Roads head, 10.60 Kms road lenth was proposed for metalling but sadly the figure ending 03/2012 was just half of the proposed i.e. 5.00 Kilometers. Again shingling was proposed on a road length of 4 Kms but figures for the targets achieved was 3 Kms. Earth work under same head were proposed for a road length of 8.50 Kms of which only 6.55 Kms road witnessed completion of Earth Works. For improvement/widening projects, 8 Kms road length was proposed but only 6.30 lengths were completed with improvement and widening.
45 drainages were proposed for widening of which only 15 were widened. Wailing works were proposed for 320 meters length but only 275 meters length was completed. As per aggregate figures available with Early Times, under different heads including District plan, NABARD RIDF-XII &XII, NABARD RIDF-XV-Roads, NABARD RIDF-XVI-Roads, State plan, Projectization, 71 Kms length was proposed for Blacktopping but achieved figure was 68.70 Kms ending 03/2012. For Metalling, a length of 83.88 Kms length was proposed but the achieved figure is 54.50Kms. For improvement/widening, a length of 11.50 Kms was proposed to be completed ending 03/2012 but the achieved figure was 9.33 Kms.
Drawing a comparison between all heads, it has came to fore that for the year 2011-12, projects funded under central sponsored schemes were delayed from their proposed date of completion and the reasons lies with PWD (R&B) department Udhampur. |
