Shastri also appealed to Commission to suggest early merger of fifty per cent of the DA, being paid to employees and pensioners, with basic pay as recommended by earlier pay commissions. Shastri further said that as there is 18 months time to complete the report, the commission should visit all states in the country to obtain views of state government employees and pensioners' organizations, who may also get benefited out of it. He also projected for formulation of a National Pay Policy for both central and State Governments employees and pensioners.
