Scrapping of Recruitment policy in 'limbo'
Burgeoning task, may take months, say officials

JAMMU, May 27: In what can be seen as the decision with regard to scrapping of new recruitment policy meeting a similar fate of announcements made by the NC led coalition Government in the past, many of which remained in limbo for a long time, nothing has moved beyond the formal announcement followed by Cabinet nod to it last week. Even as all the departments have been asked to look into financial implications of reversing the New Recruitment Policy besides getting data of number of people appointed under this policy during the last three years, no significant movement has taken place at any level nor is this 'huge task' expected to be worked out soon.
Sources within the Administration in Civil Secretariat said though the announcement made recently by the Government has been made as an expedient measure with both the alliance partners in race to take credit for it, nothing has so far happened practically so far with respect to working out figures at various levels and in different departments across the state. Sources said though departments have been asked to prepare the list of people appointed so far and other related details with respect to their appointments, a lot of confusion persists within the departments at least at the level of staff which is required to work out details post reversal of this order issued in the year 2011.
Sources further said there is no word from the Government nor any clear instructions as to whether the new order would be applicable in retrospective or prospective effect for the employees appointment post issuance of Cabinet order in the year 2011. All the departments are clueless as to how they would proceed with a number of people appointed in the first year, i.e in 2011 who have completed three years of service. As per the Recruitment policy they are now entitled to 75 % of the pay and perks of actual grade of posts against which they have been appointed, sources explained adding that there is no clarity whether they should be given only the amount as per 2011 order or full pay as suggested now after scrapping of the policy last week. Moreover, the whole exercise of working out the financial implications and other details is going to be a huge task which may take months to get completed, said the sources adding that there is little or no chance that people appointed under the New Recruitment Policy would get full benefits during the present Government. Sources further said the Government has made the announcement more as a political stunt and neither of the party in coalition is showing keenness in making things happen on fast track practically. In fact they are deliberately adopting go slow approach on the matter as this involves huge financial implications which the Government is not in a position to bear at present, said the sources. Things will happen practically on this issue only after new Government comes to power after Assembly elections, sources further said.
